Foreign Policy for America (FP4A) is a left-of-center foreign policy advocacy organization that was founded in 2017 in response to the election of President Donald Trump. 1 2

FP4A called the Trump administration’s “America First” philosophy “cynical” and rooted in “racist campaign rhetoric.” 3 It seeks to revitalize internationalism, claiming that approach to foreign policy has made the United States stronger. 4

History and Activities

Foreign Policy for America (FP4A) was founded in 2017 in response Donald Trump’s victory over Hillary Clinton in the 2016 presidential election. 5 It is a left-of-center, membership-based foreign policy advocacy organization. 6 FP4A membership includes several tiers of paid membership 7 and a next generation foreign policy leadership initiative. 8

FP4A seeks to revitalize what it calls America’s history of internationalism, claiming that has made the United States stronger as a country. It also argues that it is important for the U.S. to work with China to address global challenges. 9

FP4A has supported the far-left Black Lives Matter movement and is committed to addressing what the organization calls structural racism. Following the 2020 death of George Floyd, FP4A partnered with left-of-center Equal Justice Initiative, NAACP Legal Defense Fund, Fair Fight, and Reclaim the Block to support left-of-center advocacy efforts on race-based issues. 10 11 FP4A also supports the far-left concept of gender equity and intersectional approaches to addressing these issues. 12 It also supports the critical race theory-influenced concept of anti-racism and applauded Biden administration State Department efforts to present global anti-racism champions awards. 13

The organization maintains a tracker to analyze the Biden administration’s progress on more than 100 foreign policy commitments that were designed to “repair the damage” that FP4A believes the Trump administration did to American foreign policy. 14

To advance its policy objectives, FP4A publishes a legislative scorecard in which it rates members of Congress on their approach to issues such as American alliances, China, climate, democracy and human rights, the far-left concept of gender equity, global health, immigration, international organizations, and the use of the American military. 15 In 2023, FPA gave U.S. Senators Chris Coons (D-DE), Brian Schatz (D-HI), Dick Durbin (D-IL), Ben Cardin (D-MD), Chris Van Hollen (D-MD), Gary Peters (D-MI), Debbie Stabenow (D-MI), Tina Smith (D-MN), Cory Booker (D-NJ), Chuck Schumer (D-NY), Sherrod Brown (D-OH), Sheldon Whitehouse (D-RI), Tim Kaine (D-VA), and Patty Murray (D-WI) perfect scores on its scorecard. Several dozen members of the Democratic Party in the U.S. House of Representatives also received perfect scores from FP4A. 16

The group also released a proposed policy agenda for the 118th Congress. In the report, FP4A claimed that climate change is “the preeminent security challenge facing Americans today.” It also supported the far-left concept of gender equity and expanded immigration, refugee, and asylee admissions to the United States. 17

Foreign Policy For America’s 2023 Leadership Summit featured remarks from several Biden administration officials including Principal Deputy National Security Advisor Jon Finer and U.S. Trade Representative Katherine Tai. U.S. Sen. Jon Ossoff (D-GA), and U.S. Reps. Veronica Escobar (D-TX), Andy Kim (D-NY), Elissa Slotkin (D-MI),  and Lauren Underwood (D-IL) also participated in the event. Biden administration Central Intelligence Agency (CIA) Director William J. Burns and Senator Tom Carper (D-DE) were among the event’s award recipients. 18

FP4A is affiliated with the Foreign Policy for America Action Network political action committee 19 and the Foreign Policy for America Foundation, which gave $5,000 in grants to recipients of the Biden administration State Department’s award for global anti-racism in August 2023. 20

Policy Positions

Foreign Policy for America supports left-of-center foreign policy positions that are largely aligned with the Democratic Party’s foreign policy positions. In 2020, Foreign Policy for America endorsed the presidential campaign of Joe Biden (D). It also supported the U.S. Senate campaign of John Fetterman (D-PA). 21 22

FP4A called the Trump administration’s America First philosophy “cynical” and rooted in what FP4A called “racist campaign rhetoric.” The group supported the ending of pandemic-related Title 42 restrictions at the U.S. Border. 23 FP4A supports a path to citizenship for illegal immigrants living in the United States, an increase in the minimum number of refugees who may be admitted to the United States, and seeks to mandate a minimum annual goal of admitting 125,000 refugees to the United States each year. 24 The group also supports expanded asylum and refugee program admissions in the U.S. 25 26

FP4A has claimed that a changing climate is a “profound threat to global stability” 27 and the “preeminent security challenge facing Americans today.” 28 FP4A also supports “decarbonizing” America and calls for accelerating energy transition away from traditional forms of energy to nontraditional and weather-dependent forms of energy. 29

The organization supports the Joint Comprehensive Plan of Action, commonly referred to as the “Iran Deal,” to prevent Iran’s acquisition of a nuclear weapon 30 and said that the United States owed a debt of gratitude to Lt. Col. Alexander Vindman for his testimony in the first impeachment trial of then-President Trump. 31

FP4A believes Congress has a “moral imperative” to support the far-left concept of gender equity 32 and supported ending the Mexico City Policy, which prevented international organizations that receive any U.S. global health funding from offering abortion services. 33

People

Andrew Albertson is the founding executive director of FP4A. Prior to joining the organization, Albertson worked at the U.S. Agency for International Development (USAID) and the Project on Middle East Democracy. 34

FP4A’s board of directors include Nazanin Ash, CEO of the pro-immigration group Welcome.US; J Street president and former Clinton administration official Jeremy Ben-Ami; Biden administration official and Center for American Progress official Frances Colon; controversial Biden administration Department of Defense official Bishop Garrison; Georgetown University Law Center Human Rights Institute director Elisa Massimo; former Democratic Party of Georgia chairman David Worley, and others. Members of FP4A’s advisory board include representatives from The Carter Center, Pivotal Ventures, Solidarity Center, Carnegie Endowment for International Peace, Columbia Climate School, The Presidents’ Alliance on Higher Education and Immigration, Ploughshares Fund, Center for American Progress, Chicago Community Trust, U.S. Department of State, U.S. Department of Defense, U.S. Department of Health and Human Services, Mercy Corps, PEN America, Stimson Center, Harvard University, and others including former Obama administration national security official Ben Rhodes. 35

Funding

Foreign Policy for America receives funding from individual contributions and grants. 36 In 2021, FP4A reported revenue of $1,142,830 and expenses of $617,712. 37 In 2020, FP4A reported revenue of $719,165 and expenses of $859,725. 38

FP4A received $600,000 from the left-of-center Open Society Policy Center in 2021. 39 40 In 2019, FP4A also received $500,000 from the Open Society Policy Center. 41

In 2020, FP4A received $185,000 from the Carnegie Corporation of New York 42 and $40,000 from the left-of-center Spectemur Agendo. 43 It received $40,000 from the Colombe Peace Foundation in 2019. 44
