All by April is a coalition of left-of-center foundations, nonprofit grantmakers, and individual donors that have committed to making “election-related gifts” early in the 2024 election cycle to fund efforts to “help recruit poll workers, organize nonpartisan voter registration drives, support local election officials, and work to ensure that the diversity of our electorate is represented in our election process.” All by April is a project of the Democracy Fund, a 501(c)(3) private foundation founded by eBay founder and major left wing donor Pierre Omidyar. 1

All by April claims to be non-partisan, but many of its members are left-of-center groups, including Arabella Advisors, the New Venture Fund, and the Open Society Foundations. The recipients of funds pledged through All by April are also often left-of-center, including the New Georgia Project. 2

Background

All by April was established by the Democracy Fund with support from 30 other organizations in February 2024. 3 By February 13, All by April had 77 members. 4

In March 2024, an op-ed promoting All by April written by Democracy Fund president Joe Goldman, Open Society Foundations U.S. executive director Laleh Ispahani, and JPB Foundation president Deepak Bhargava was published in Inside Philanthropy. By that time, All by April had 100 member organizations. 5

Goals

According to All by April, “nonprofit organizations are a cornerstone” of American “democracy” that “reduce barriers to voting, combat misinformation, and protect the rights of Americans throughout the election process” by donating funds to organizations that support election officials. 6

However, All by April claims that, historically, funding for these organizations has arrived too late to be effectively deployed in major election cycles. According to Democracy Fund president Joe Goldman, “Over the past decade, we have consistently heard from grantees, especially from smaller, grassroots and BIPOC-led organizations, that too much of their election year funding arrived too late to be efficiently used.” 7

Therefore, All by April rallied major nonprofits to donate funds intended to support election-related efforts by April 2024 at the latest for the November election and earlier primary elections. 8

All by April asserts that its goal is not to discourage donations after April and that more funds might be needed for electoral organizations as problems emerge. 9

Supporters

As of May 2024, All by April had 174 supporters, 14 of which were anonymous 10 Early supporters had pledged $127 million. 11

All by April’s signatories included AAPI Civic Engagement Fund, Arabella Advisors, Arca Foundation, Gaia Fund, McKnight Foundation, New Venture Fund, Open Society Foundations, Rockefeller Brothers Fund, Rockefeller Philanthropy Advisors, Susan Pritzker, and Unite America. 12

Signatories pledged to devote varying amounts of their intended donations to electoral-related groups by April. For instance, Tides promised to donate 80 percent by April, 13 amounting to $75 million to 660 organizations in 38 states. 14

According to the Women’s Foundation of California, another member of All by April, joining the group helps “resist coordinated attacks on democracy, bodily autonomy, reproductive justice, the LGBT+ community, and immigrants.” The organization also states: “We recognize early resources are essential to supporting a reproductive justice movement led by BIPOC women and gender-expansive groups on the frontlines.” 15

Similarly, the Solidaire Network has described its membership in All by April as supporting “Black, Indigenous and frontline communities [that] have stepped up to expand the United States electorate by mobilizing new voters while fighting voter disenfranchisement tactics.” 16

Grantmaking

Recipients of funding pledged by All by April supporters include numerous left-of-center groups like Loud for Tomorrow, the New Georgia Project, One Pennsylvania, Make the Road Nevada, and Florida Rising. 17 18
