100% Democracy is an advocacy group founded and run by Miles Rapaport that supports universal mandatory voting in the United States. The organization is a project of the New Venture Fund.

Leadership

Miles Rapoport

Miles Rapoport is the co-founder and executive director of 100% Democracy. Rapoport is the former head of Demos and Common Cause. Earlier, he served as secretary of state of Connecticut and as a Connecticut state representative. In 1998, Rapoport unsuccessfully ran for U.S. Congress. In the beginning of his career, Rapoport worked for Connecticut Citizen Action Group, an environmentalist lobbying group founded by Ralph Nader. 1 2 3

Cathy Duvall

Cathy Duvall is the senior organizing consultant of 100% Democracy. She has held many prominent positions at left-of-center organizations, including working as national field director of the Democratic Congressional Campaign Committee (DCCC), national campaign director of America Votes, and national political director of the environmentalist Sierra Club. As of mid-2021, she is a consultant to and board member of the State Innovation Exchange and administers the Redistricting Reform Project. 4 5

Randy Brett

Randy Brett is the communication director of 100% Democracy. Brett previously served as communication director at State Voices, a senior advisor at Common Cause, and manager of communications at the Carnegie Corporation. 6 7

100% Democracy’s board includes Voto Latino CEO Maria Teresa Kumar, former NAACP CEO Cornell William Brooks, and Economic Security Project co-founder Dorian Warren. 8

100% Democracy: The Case for Universal Voting

In 2022, Miles Rapoport and Brookings Institution senior fellow E.J. Dionne, Jr. published 100% Democracy: The Case for Universal Voting, which makes a case for instituting mandatory voting in the United States. Rapoport and Dionne argue that mandatory voting would end voter suppression and save money on voter outreach efforts. They point to Australia’s laws for inspiration. 9
