Arizona for Abortion Access PAC (AAAPAC) was formed to support the passage of Arizona Proposition 139 in 2024 which protects abortion access until viability of the fetus, allows abortion post-viability to protect the life or health of the mother, and prohibits Arizona from adopting penalties for assisting with a legal abortion. The proposition passed with 61.6 percent of the vote and AAAPAC is now involved in ensuring implementation. 1

Arizona Proposition 139 was the AAAPAC-supported response to the Arizona Supreme Court’s ruling that the prohibition of abortion contained in an 1864 law passed 48 years prior to Arizona statehood was valid. 2

Activities

Arizona Abortion Action PAC was active in collecting over 820,000 signatures to qualify Proposition 139 for Arizona’s 2024 ballot, certification of the signatures, and the campaign for passage through media, community outreach, and volunteer efforts. The left-of-center Indivisible Project (Indivisible) joined AAAPAC in signature gathering that resulted in signups from 1,600 volunteers. 3

Arizona for Abortion Access PAC formed a ballot committee consisting of Affirm Sexual and Reproductive Health, Reproductive Freedom for All (formerly known as NARAL Pro-Choice America), Planned Parenthood Advocates of Arizona (Planned Parenthood’s advocacy arm in Arizona), Arizona List, and the ACLU of Arizona. 4 5

Donors

Arizona for Abortion Access PAC was one of many organizations receiving abortion ballot measure funding. According to Ballotpedia pro-abortion, organizations received grants from labor union-backed left of- center The Fairness Project (TFP) worth $7.05 million in Arizona, Missouri, and Montana. The Sixteen Thirty Fund (1630 Fund), an Arabella Advisors managed fund accused by The Atlantic of being “the indisputable heavyweight of Democratic Party dark money,” contributed $3.82 million to ballot measures in Arizona, Montana, and Nevada, and the American Civil Liberties Union (ACLU) contributed $3.17 million to ballot measures in Arizona, Florida, and Missouri. 6

AAAPAC raised a total of $17,401,453 to support the passage of Proposition 139 in 2024. 1

The organization’s top donors included the Service Employees International Union, the Planned Parenthood Action Fund, and left-of-center SEIU-United Healthcare Workers West (Local 2005) according to their website. 7

Donors to AAAPAC in 2023 include $4.4 million from Arizonans Fed Up With Failing Health (Healthcare Rising Arizona), $2,509,939 from Planned Parenthood, $1,970,511 from The Fairness Project, $1,644,144 from the American Civil Liberties Union (ACLU) and $200,000 from the ACLU Arizona, $1,250,000 from Arabella AdvisorsSixteen Thirty Fund (1630), $750 million from Phobe Gates, Bill and Melinda Gates’ daughter, $500,000 from George Soros’  Open Society Action Fund, and $440,000 from left-of-center Movement Voter Fund, a fund of the Tides Foundation. 8 9

Arizona for Abortion Access PAC is endorsed by YMCA Southern Arizona, American Association of University Women (AAUW), Opportunity Arizona, Living United for Change in Arizona, RAZA, ACWA, Amnesty International USA (AIUSA), VetaFWD, the National Council of Jewish Women Arizona, Unitarian Universalist Justice Arizona, AZPODER, Arizona List, Stand Indivisible Arizona, Reproductive Freedom for All Arizona (a member of the Field Team 6 coalition), the ACLU Arizona, Planned Parenthood, and Healthcare Rising Arizona. 10

People

Chris Love was the spokesman for the “Yes on 139” campaign and was a senior advisor to Planned Parenthood Advocates of Arizona. Candace Lew was group chair and was heavily involved in gathering signatures to place the proposition on the ballot. 11
