Impactive

Impactive, officially known since 2025 as Impactive by ActBlue, 1 is a for-profit digital consulting company that helps left-of-center advocacy groups, political action committees (PACs), and political candidates design digital platforms for voter mobilization and other outreach efforts. The organization was founded in 2017 as “Outvote,” later changed its name to “Impactive,” and was acquired by ActBlue in 2025. 1 2

    Impactive provides consulting services to political campaigns, advocacy groups, grantmaking nonprofits, and labor unions. Its services include get-out-the-vote campaigns with peer-to-peer texting, phone banking, and voting registration; canvassing; fundraising; membership generation; event organizing; volunteer recruitment; and establishing organizational communication systems. Impactive claims to have sent over one billion texts and recruited over 350,000 volunteers. 3

    Impactive highlights its work with the 2020 presidential campaign of President Joe Biden. Late in the campaign, President Biden’s team asked Impactive to design a digital platform to replace many of the campaign’s in-person functions due to the COVID-19 pandemic. Impactive designed an app, called Vote Joe, to coordinate the campaign’s nationwide voter targeting efforts. Impactive claims its app generated over 200,000 volunteers, made over 50 million contacts, and sent over 500,000 text messages. 4

    In 2020 and 2022, Impactive was hired by the Democratic Congressional Campaign Committee (DCCC) to support text banking for Democratic candidates across the country. Throughout two election cycles, Impactive sent over 106 million texts and made almost 2.5 million calls to voters through over 28,000 volunteers on behalf of DCCC. 5

    In 2022 and 2024, Impactive was hired by Voters of Tomorrow (VOT), an activist group that aims to increase participation in politics by left-leaning young adults in the United States. VOT used Impactive’s texting system to target young voters in swing states, with 24.5 million texts sent and over 681,000 calls made by 3,600 volunteers. 6

    In 2022 and 2024, Impactive was hired by HeadCount, an organization that works with musicians to promote democratic participation in the United States, for its Good to Vote project, which used a voter registration tool designed by Impactive. Good to Vote registered 1.67 million voters, launched 500 promotions, and gained over 400,000 new Headcount subscribers. 7

    In 2020, 2022, and 2024, Impactive worked with the Service Employees International Union (SEIU) on voter registration drives. Across three election cycles, Impactive claims to have worked with 71 SEIU local affiliates to reach almost 11 million potential voters, formed 1.2 million contacts, and partnered with over 70 affiliated organizations. 8

    In 2022, Impactive was hired by the League of Conservation Voters (LCV) for the digital component of its GreenRoots voter mobilization program. Impactive contacted 64,600 LCV members, sent 205,200 texts, and claimed to increase LCV volunteers by 40 percent. 9

    In 2024, Impactive helped launch Fan Out, a group that holds contests and gives prizes to individuals who register voters. Impactive helped run 11 sweepstakes contests and registered 168,978 voters. 10

    Clients

    Since its establishment in 2017, Impactive has had over 2,000 clients. 1 Its clients include Black Voters Matter, the SEIU, HeadCount, the 2020 presidential campaign of President Joe Biden, 11 the Democratic Congressional Campaign Committee, 12 the 2022 Georgia gubernatorial campaign of Stacey Abrams, the Planned Parenthood Action Fund, Civic Nation, Voters of Tomorrow, the League of Conservation Voters, 1 Fan Out, the Indiana Democratic Party, When We All Vote, Changing Dynamics, Up to Us, and Michigan Liberation. 13

    Impactive has served clients in all 50 U.S. states and Canada. 1

    ActBlue Acquisition

    In September 2025, ActBlue, an online platform that operates as a clearinghouse for donations to Democratic candidates and Democratic Party-aligned nonprofits, purchased Impactive and renamed the company to “Impactive by ActBlue.” In a press release, ActBlue described its strategy to integrate Impactive into ActBlue’s donation clearinghouse as a “one-stop solution” for Democratic campaigns. 12

    Leadership

    Impactive describes itself as “minority-owned” and “minority- and woman-led.” 1

    Naseem Makiya is the founder of Impactive, which was originally launched in 2017 as “Outvote,” a voter mobilization platform. In 2018, Makiya attended Y Combinator, an investor in startup companies and initiatives. Before Imperative, Makiya was a software engineer at DataCamp and Moovweb. 14 2

    Katy Dolan was the chief operating officer of Impactive until September 2025 when she joined ActBlue after the acquisition. Earlier, Dolan ran her own start-up consulting group and was an intern in the White House during the Obama administration. 15
