Kansans for Constitutional Freedom (KCF)

The organization has been funded by major organizations on the political left. These include the Sixteen Thirty Fund, which is part of the Arabella Advisors network, and the Open Society Policy Center, which is part of the Soros family network.  ³

Background

Kansans for Constitutional Freedom is a coalition of pro-abortion rights organizations and individuals.  ⁴ The coalition includes Planned Parenthood Great Plains Votes, the ACLU of Kansas, and the Trust Women Foundation. ⁵

Kansans for Constitutional Freedom successfully opposed a constitutional amendment on the 2022 primary ballot that would have allowed restrictions on abortions in Kansas. ² In August 2022, Kansans voted 59 percent to defeat a proposed pro-life amendment to the Constitution. ⁶

Kansans for Constitutional Freedom also opposes a proposed constitutional amendment set for the August 2026 ballot that would allow for the direct election of state supreme court justices, replacing the current appointment process.  ⁷

The organization has described itself as “a bipartisan coalition of reproductive rights advocates and allied organizations committed to protecting the constitutional rights of Kansans and the right to safe, legal abortion.” ⁸

Litigation Against Foreign Funding Ban

The Sixteen Thirty Fund, a left-leaning dark money organization that has reportedly received millions from foreign donors, contributed $1.5 million to Kansans for Constitutional Freedom. ⁹ On account of this, Kansans for Constitutional Freedom came under criticism for indirectly accepting foreign contributions.  ¹⁰

The organization sued to stop a law that bans financial contributions from foreign nationals for ballot measures on constitutional amendments from taking effect. The KCF lawsuit named members of the Kansas Governmental Ethics Commission, which can levy fines and penalties against violators of the new campaign finance law. It also named Kansas Attorney General Kris Kobach (R), who can bring criminal charges against violators of the law banning foreign contributions to ballot measures. ⁹

Prominent Democratic lawyer Marc Elias and his Washington-based Elias Law Group, represented the organization. ¹⁰ In July 2025, a federal judge sided with the state by upholding the state ban on foreign ballot-measure spending.  ⁷

Funding

The Sixteen Thirty Fund, part of the Arabella Advisors network, contributed $1.5 million to Kansans for Constitutional Freedom during the 2022 campaign against a constitutional amendment to allow abortion restrictions. ³

Former New York Mayor and Democratic presidential candidate Michael Bloomberg contributed $1.2 million to the KCF during the 2022 campaign.  ³

Planned Parenthood Federation of America donated $1.1 million to KCF during the 2022 campaign.  ³

The North Fund, which is also part of the Arabella Advisors network, contributed $535,000 to KCF for the 2022 campaign.  ³

The American Civil Liberties Union contributed $498,593 to the KCF for the 2022 campaign. ³

NARAL Pro Choice America contributed $400,000 KCF for the 2022 campaign.  ³

The Open Society Policy Center contributed $250,000 to the KCF for the 2022 Campaign.  ³

Planned Parenthood Great Plains gave $200,000 and another $147,737 to Kansans for Constitutional Freedom in June 2023.  ⁴

Leadership

As of 2025, Micah Kubic was serving as the president of Kansans for Constitutional Freedom. ⁴ Kubic was also the executive director of the American Civil Liberties Union of Kansas at the time. He previously worked for the Center on Budget and Policy Priorities and the Greater Kansas City Local Initiatives Support Corporation (LISC). ¹¹

As of 2025, Kimberly Inez-McGuire was a vice president of Kansans for Constitutional Freedom.  ⁴
