Clean Energy Buyers Alliance is a consortium of the Clean Energy Buyers Institute (CEBI) and Clean Energy Buyers Association (CEBA). Clean Energy Buyers Alliance is a national group that advocates for left-leaning environmental policies. 1 It has worked with America’s largest energy customer companies and the U.S. Department of State to transition away from conventional energy sources. 2 The group claims that it is pursuing a decarbonization of the energy grid, and has produced policy recommendations to assist in decarbonization. 3

Background

Clean Energy Buyers Alliance is composed of the business association Clean Energy Buyers Association and the research group Clean Energy Buyers Institute. 1 Clean Energy Buyers Alliance was established in 2019 by four environmentalist groups: World Wildlife Fund, Rocky Mountain Institute, BSR (formerly Business for Social Responsibility), and World Resources Institute. The Alliance’s two constituent groups were founded by these same environmentalist groups. 4

Clean Energy Buyers Alliance’s constituent group Clean Energy Buyers Association has a membership of some of the largest energy customer and provider companies in America, including Amazon, Microsoft, and Google. 5 CEBA has stated that it is working towards a “90% carbon-free” American electricity grid by 2030. 6 There were $1.6 million in transactions between the Clean Energy Buyers Association and Clean Energy Buyers Institute in 2021. 7

Activities

In 2022, Clean Energy Buyers Alliance and the Department of State formed the Secretariat for the Clean Energy Demand Initiative. 8 The Secretariat was formed to expand upon the Department of State’s Clean Energy Demand Initiative, a program formed to achieve left-of-center environmental goals, such as corporations committing to “100 percent renewable energy by 2050 or earlier.” 9

The Secretariat has been planned to work with left-leaning environmentalist groups to reorient global energy markets away from fossil fuels. 2 Google gave the Alliance a $1 million grant to assist the group in forming the Secretariat. 8

An official for the Department of State claimed that the Clean Energy Demand Initiative is centered around a transition from conventional energy sources, which is “the most important economic opportunity of our generation.” 8 The Clean Energy Buyers Alliance’s Secretariat assists in securing the Initiative people and funding. 8 The Initiative calls for international energy markets to transition away from conventional energy sources, and works to recruit business leaders and associations to achieve this goal. 10

Clean Energy Buyers Alliance’s “2030 Strategic Plan” details the group’s strategy to shift the American electricity grid to be 90 percent carbon-free by 2030, with an additional goal “to fully decarbonize the global economy by 2050.” 11 Executives from Google, Meta, and General Motors collaborated with the Alliance to produce its plan to decarbonize the electricity grid. 11

Leadership

Clean Energy Buyers Alliance’s CEO, Miranda Ballentine, is the CEO of both Clean Energy Buyers Institute and Clean Energy Buyers Association. 12 Ballentine served as assistant secretary of the U.S. Air Force for installations, environment, and energy from 2014 to 2017. 12 Before the Air Force, she led Walmart in transitioning away from conventional sources of energy and joined the World Economic Forum’s Young Global Leaders in 2013. 12 Both CEBA 13 and CEBI contain executives from windmill and solar panel companies in leadership positions. 14
