American Encore (AE)

American Encore (AE) (formerly the Center to Protect Patient Rights (CPPR)) is a right-of-center advocacy organization that promotes the American ideals of liberty and democracy in the U.S. and abroad.     In 2014, a Washington Post article reported that the Center to Protect Patient Rights was largely funded by Freedom Partners and TC4 Trust, both of which were affiliated with libertarian billionaires Charles and David Koch.  3

    Background

    The Center to Protect Patient Rights was established in 2009 by political and policy strategist Sean Noble. The stated mission of CPPR was to build a coalition to educate the public on health care-related issues, with an emphasis on reform and patients’ rights. CPPR engaged in advocacy to influence health policy.  2

    CPPR reported $13.656 million in contributions and grants in its first year.  4 That same year, CPPR made its largest contributions to the 60 Plus Association ($2.635 million), Americans for Prosperity ($2.25 million), the Coalition to Protect Patient Rights ($1.859 million), the Institute for Liberty ($1.495 million), and the American Future Fund ($1.28 million).  5

    A 2014 article from the Washington Post reported that CPPR was funded indirectly by Freedom Partners and TC4 Trust, both of which were affiliated with libertarian billionaires Charles and David Koch, which in total transferred $129 million to the LLCs Eleventh Edition and American Commitment. While not originally disclosed, both of these LLCs were listed as “disregarded entities” on CPPR’s amended tax filings.  3

    The Center to Protect Patient Rights received its largest contribution in 2011 from Americans for Job Security ($24.55 million).  6

    CPPR (and later American Encore) did business with companies affiliated with its president Sean Noble. The largest spending occurred in 2012, when CPPR paid over $20.7 million to DC London for “consulting and other services,” over $2.8 million to Angler LLC for “survey & phone programs,” and $270,149 to Noble and Associates LLC for “consulting and management services.” At the time, Sean Noble was the president and executive director of all three of these groups.  7

    Other members of CPPR’s board initially included Erik Novack, Courtney Koshar, and Heather Higgins.  8

    According to tax filings, the Center to Protect Patient Rights was renamed “American Encore” in 2014.  9

    Activities

    American Encore was established in 2014 to conduct research and advocate for legislation supporting economic freedom. AE supports free markets, reduced regulations, and limited government. 10

    AE’s “American Encores” project highlights individuals it claims exemplify American ideals by producing short videos which highlight their resilience, redemption, hard work, and contribution to making America an even better nation.  10 As of February 2026, American Encores had produced videos about President Donald Trump, reformed ex-convict Cornealious Michael Anderson III, former President Ronald Reagan, actor Mark Wahlberg, and reformed ex-convict and former white supremacist Frank Meeink. 11

    Funding

    American Encore is funded by donations from individuals, foundations, and businesses. While American Encore does not disclose its donors, tax filings confirm donations from Over the Horizon Action ($848,500 in 2024),  12 Better Tomorrow ($275,000 in 2023),  13 and the Arizona Free Enterprise Club ($100,000 in 2024).  14

    Leadership

    Sean Noble is the founder and as of 2024 was the president of American Encore. Noble, a political stategist and policy advocate, is a founding partner of the consulting firm DC London Inc., a partner at the digital analytics firm A2P, and a partner with the public affairs firm Compass Strategies. Noble co-hosts the political commentary podcast Light Beer Dark Money. Noble formerly worked as chief of staff for then-U.S. Representative John Shadegg (R-AZ). 1

    As of 2024, Dr. Courtney Koshar was the secretary of the board of American Encore. Koshar is a physician, and a partner at 1912 Capital, an alternative private lending company. 15

    Christopher Ashton was also a member of the board as of 2024.  16
