Abortion Action Missouri Foundation is an abortion advocacy organization based in Missouri. 1 In 2024, it and its lobbying arm, Abortion Action Missouri, campaigned in support of Missouri Amendment 3, a ballot initiative that prohibits abortion restrictions up until the point of fetal viability and when the mother’s health is at risk. 2

Background

Abortion Action Missouri Foundation is a left-of-center charitable advocacy organization based in Missouri that advocates eliminating restrictions on abortion. It was founded in 1969 as the Committee for Legal Abortion in Missouri and after the Roe v. Wade Supreme Court decision, it joined the National Abortion Action League and changed its name to the Abortion Rights Alliance. It has had multiple name changes since, and most recently was named “NARAL Pro-Choice Missouri” until it “stepped away” from its parent organization, NARAL Pro-Choice America. 1

In addition to abortion advocacy, Abortion Action Missouri Foundation advocates for paid leave mandates and eliminating restrictions on birth control access. In 2020, it reports that it began focusing on advocating for abortion access for ethnic minorities and low-income persons as it claims is necessary to combat white supremacy. 3 1

Advocacy

Abortion Action Missouri Foundation advocates legal abortion protections beyond those instituted by the since-overturned Roe v. Wade Supreme Court ruling. It advocates eliminating any restrictions on abortion and assists activists in contacting legislators to support its policy proposals. 4

Abortion Action Missouri Foundation lists Missouri HJR 105, a constitutional amendment titled “Right to Abortion Care,” as a supported bill on its website. HJR 105 prohibits abortion services and contraceptives from being restricted or criminalized. It includes an exception to denying services in cases where “the government is able to demonstrate that such action is justified by a compelling governmental interest.” 5

Abortion Action Missouri Foundation lists HB 1599 Missouri Dignity in Pregnancy and Childbirth Act as a supported bill. HB 1599 would require all hospitals and medical facilities in Missouri that provide perinatal care to adopt critical race theory aligned bias programs. The programs would require providers to record and publish data on mortality outcomes based on ethnicity. 5

Abortion Action Missouri Foundation lists HB 1999 as a supported bill. HB 1999 would require the Missouri Department of Elementary and Secondary Education to develop a curriculum that teaches about LGBT contributions to the different academic disciplines. 6

Abortion Action Missouri Foundation lists Missouri HB 1592 as a supported bill. HB 1592 would require all health insurance policies in the state to include childbirth education classes. 5

Abortion Action Missouri

Abortion Action Missouri is the lobbying arm of Abortion Action Missouri Foundation. They both share the same website and leadership, and the foundation engages in campaigns that support Abortion Action Missouri’s advocacy. 4

In 2024, Abortion Action Missouri partnered with Missourians for Constitutional Freedom to campaign in support of Missouri Amendment 3, receiving a combined total of over $16 million in contributions. 2 The amendment, which was passed via ballot measure, allows abortions up until the point of what is considered fetal viability and allows for regulations afterwards except in cases where the mother health are at risk. 7

The campaign received $4.5 million from the Sixteen Thirty Fund, $2.9 million from The Fairness Project, $1 million from the Open Source Action Fund, and $230,000 from Abortion Action Missouri. 7

Funding

In 2023, Abortion Action Missouri Foundation was awarded a $300,000 grant from the William and Flora Hewlett Foundation and a $400,000 grant from the David and Lucile Packard Foundation. 8 In 2024, it received a $60,000 grant from the William and Flora Hewlett Foundation and a $150,000 grant from the David and Lucile Packard Foundation. 9 10

Mallory Schwarz is the executive director of Abortion Action Missouri Foundation. She previously worked as a policy director for the American College of Obstetricians and Gynecologists and worked as director of government relations for Republican Majority for Choice. 1
