TrueGivers, LLC, is a mailing service company that provides database services to nonprofits and other customers. 1 In recent years, its TrueNCOA service has been used by election integrity activists to identify potential issues with voter registration rolls across the country. 2 3 4
Services
TrueGivers offers a suite of mailing database management services to nonprofits, commercial clients, political campaigns, and other postal marketers. 5
Its most prominent service is TrueNCOA, which checks mailing lists against the U.S. Postal Service’s National Change of Address (NCOA) database of roughly 160 million change-of-address forms filed with USPS, allowing organizations to update their mailing lists to reflect recipients’ new addresses. 6 7 8
It also offers a TrueDeceased service to remove deceased recipients from mailing lists, as well as TrueAppend, a service to connect recipients’ postal addresses to other information such as email addresses, gender, or marital status and to geographically map and sort recipients, among other tools. It also operates Donorato, a nonprofit donor prospect research service. 9
Voter Integrity Usage
Change-of-address services such as TrueNCOA are regularly used by state and local election officials to maintain voter registration rolls by identifying voters who have moved away and should no longer be eligible to vote in a jurisdiction where they no longer live. 10 With the growth of voting by mail across the country since 2020, conservative and center-right election integrity activists have used TrueNCOA to identify jurisdictions where these mismatches could potentially sway election results. 11 12 13
In Georgia, a 2020 investigation using TrueNCOA by conservative election integrity activist organization True the Vote identified 364,541 potentially ineligible voters. 14 15 True the Vote worked with state residents to file formal challenges against those voters in every county in the state. 16 Fair Fight, a Democratic Party-aligned group founded by former Democratic gubernatorial nominee Stacey Abrams, sued True the Vote in federal court for Voting Rights Act violations but lost in a bench trial. 17 18
Republican officials in Miami-Dade County, Florida, have used TrueNCOA to identify approximately 98,000 potentially ineligible voters on that county’s voter rolls. 19 20
In 2023, election integrity activists used TrueNCOA to check the validity of the 2022 election rolls in Virginia, flagging 15,419 addresses as “invalid.” Election officials argued such claims were incorrect and derived from the USPS’s manner of classifying mailing addresses and not indicative of fraudulent voting. 21
Connection to Democratic Fundraiser
Fundraising agency DonorVoice describes itself as a “sister company” and “partner” of TrueGivers. 22 23 Its corporate blog, “The Agitator,” is co-edited and frequently written by long-time left-wing activist and Democratic Party fundraiser Roger M. Craver. 24 Over the course of his career, Craver led fundraising for the Democratic National Committee, Democratic Senatorial Campaign Committee, Democratic Congressional Campaign Committee, and many individual Democratic Party candidates. 25 He has also been involved in fundraising for left-of-center organizations such as the American Civil Liberties Union, Amnesty International, Brady Campaign to Prevent Gun Violence, Common Cause, Greenpeace, NARAL Pro-Choice America, National Organization for Women, Planned Parenthood, Sierra Club, and Southern Poverty Law Center. 26 27
In his posts for DonorVoice’s blog, Craver rejected concerns over election fraud in the 2020 election, described former President Donald Trump as “raving” and “unstable,” and characterized the pro-Trump “MAGA movement” as promoting dangerous authoritarianism. 28 29 30
