Affordable Virginia is an advocacy organization which works to implement left-of-center policies in Virginia and oppose legislation supported by U.S. Representative Jen Kiggans (R-VA). 1 It is a project of Family Friendly Virginia, the Virginia state arm of the Campaign for a Family Friendly Economy PAC (CFFE PAC). 2
Affordable Virginia has accused Rep. Kiggans of voting to “protect wealthy corporate tax cheats,” 1 cut funding for veterans benefits, and limit Virginians’ access to Medicare and Social Security. 1 Affordable Virginia supports taxing inheritances, suggests that wealthy Americans and large corporations are sending money to offshore accounts in order to avoid paying taxes, and suggests that corporations are pocketing profits they receive from tax breaks. 3
Legislative Advocacy
Affordable Virginia opposed the Trump administration’s Tax Cuts and Jobs Act (TCJA) of 2017. 3 The law amended tax brackets lowering federal taxes by 3% for individuals earning between $11,601 and $100,525 annually, 4% for individuals earning between $100,526 and $191,950 annually, and 1.6% for individuals earning over $609,350 annually. The law maintained the previous tax rate for individuals earning $11,600 or less annually and for individuals earning between $243,725 and $609,350 annually. 4
Affordable Virginia criticized Rep. Jen Kiggans (R-VA) for voting to pass the Spending Resolution and Border Security Act, stating that it makes it harder for adults to afford childcare programs. 2 Although Kiggans did not vote for the Child Care Stabilization Act, a partisan bill which proposed giving $16 billion to the Department of Health and Human Services (HHS) to expand child-care services, 5 she did vote to pass the Tax Relief for American Families and Workers Act of 2024 which expanded access to the Child Tax Credit and increased the refundable portion of the child tax credit. 6
Parent Organization
Campaign for a Family Friendly Economy PAC is the parent organization of Affordable Virginia. It is a left-of-center political organization that supports Democratic candidates. In the 2024 election cycle, it spent $17,977,239 supporting Democrats, including $7,311,457 toward then-Vice President Kamala Harris’s presidential campaign, $2,866,090 toward then-Sen. Bob Casey (D-PA), and $2,180,920 toward then-Sen. Sherrod Brown (D-OH). 7
In the 2022 election cycle, CFFE PAC spent $7,356,227 supporting Democrats, including $3,184,622 toward Sen. John Fetterman (D-PA) and $1,836,167 toward Sen. Raphael Warnock (D-GA). 8
In the 2020 election cycle CCFE PAC spent $15,091,980 supporting Democrats, including $4,223,191 toward Joe Biden’s presidential campaign and $3,860,190 supporting Theresa Greenfield and $3,571,573 supporting Sara Gideon for their unsuccessful senatorial campaigns. 9
CFFE PAC is funded by left-of-center nonprofits and political committees including America Votes, the Sixteen Thirty Fund, Senate Majority PAC, NEA Advocacy Fund, the Lincoln Project, and Democracy PAC. America Votes is CFFE PAC’s main funcer, having given CFFE PAC over $27 million from the 2020 election cycle through the 2024 election cycle. 10
