The West Virginia Coalition to End Homelessness (WVCEH) is a U.S. Department of Housing and Urban Development (HUD)-funded homelessness data service provider in the state of West Virginia. WVCEH runs West Virginia’s Homeless Management Information System (HMIS) to track homelessness data and promote best practices to end homelessness. WVCEH promotes a housing-first approach to homelessness, under which homeless individuals are provided housing before addressing other needs. 1 2 3 4 In 2023, 96 percent of WVCEH’s revenue came from government grants. 1

History and Activities
The West Virginia Coalition to End Homelessness provides support services to homelessness organizations, including technical assistance and information management systems. WVCEH promotes a housing-first approach to homelessness that provides shelter for the homeless before addressing other issues, like substance abuse and employment. 1 2
WVCEH is a Homeless Management Information System data service provider, which it uses as a funded affiliate of the U.S. Department of Housing and Urban Development. WVCEH facilitates training in HMIS systems and tracks homeless data in West Virginia. 3 4
The West Virginia Coalition to End Homelessness is part of the Opportunity Starts at Home Campaign, an advocacy initiative to promote affordable housing. Partners of WVCEH in the Opportunity Starts at Home Campaign include the Jesuit Conference of Canada and the U.S., the National Council on Teacher Quality WestEast Design Group, the Sierra Club, the Pet-Inclusive Housing Initiative, Parentchild+, Companions and Animals For Reform and Equity (CARE), the American Federation of Teachers, My Dog Is My Home, WIN – Women In Need Inc, New America, Health Management Associates, the National Council of Asian Pacific Americans, Human Animal Support Services, Hilton Foundation, the National Center for Youth Law, the Union of Concerned Scientists, the Arizona Housing Coalition, the Kennedy Forum, and Michigan Coalition Against Homelessness. 5
WVCEH also provides grant funding to projects based on budget efficiency, shelter utilization, and need for homeless services across different regions of the state. 6

People
As of 2025, the CEO of the West Virginia Coalition to End Homelessness was Zachary Brown. He became the CEO in 2013. Previously, he was the deputy director and homeless management information system administrator for WVCEH. 8
As of 2025, the chief operations officer of WVCEH was Amanda Sisson. Sisson was previously the assistant director and HMIS trainer for WVCEH, a homeless services coordinator for North Central West Virginia Community Action Association, a housing counselor for Mercy House, and an adult services coordinator for Mercy House. 9
Financials
According to tax filings, in 2023 the West Viriginia Coalition to End Homelessness reported $7,775,600 in revenue, $7,014,331 in expenses, and $2,091,429 in assets. Of its expenses, WVCEH spent $2,805,163 on implementing a statewide homeless management system for West Virginia and $3,289,285 on providing technical assistance to homeless service providers. That year, WVCEH received 96 percent of its income ($7,465,060) from government grants and $34,264 from other gifts, grants, and contributions. 1
WVCEH received funding in part from the United Way of Monongalia and Preston Counties. 10
In 2019, WVCEH received a $1.5 million grant from the Day One Family Fund, a part of the Bezos Day One Fund. 11
