The Womxn Project Education Fund is an activist organization that uses a combination of art and activism to “encourage civic engagement, advance social justice, and promote political progress” in Rhode Island, specifically focusing on abortion access. 1 It is the sister organization of abortion activist and political lobbying organization Womxn Project. 2
Background
In 2017, the Womxn Project was founded by a group of five artists after the 2016 elections “when a toxic leader rose to power” with a focus on protecting abortion access. 3 The group advocated for the Rhode Island Reproductive Privacy Act which was signed into law in 2019. 4
In 2020, the Womxn Project Education Fund was founded to support the policy objectives of the Womxn Project through its art and educational programs. 2
One of the group’s first projects was the construction of a giant quilt with sections that were signed by people in Rhode Island in support for the Reproductive Health Care Act which would “codify Roe v. Wade in Rhode Island.” The quilt hung in the Rhode Island State House in 2018. When the law was passed as the Reproductive Privacy Act in 2019, the Womxn Project groups broadened their focus to expanded insurance coverage for abortions. 5 The organizations’ focus has since expanded to include transgender advocacy. 6
Work Areas and Political Agenda
The Womxn Project and the Womxn Project Education Fund 2024 political agenda includes abortion access, access to emergency contraception, paid family leave, and transgender protections. 3
The Womxn Project frequently joins with other left-of-center organizations in letters to the Rhode Island legislature. In April 2023 it joined with the Leadership Conference on Civil and Human Rights to write a letter to the Rhode Island legislature to oppose the Protection of Women and Girls in Sports Act because it was discriminatory to “transgender, nonbinary, and intersex people.” Other signers included the American Federation of Teachers, the Center for American Progress, and the Transgender Law Center. 7 In April 2024, it joined with the Economic Progress Institute, the Trevor Project, and the local ACLU encouraging the legislature to reject legislation that is harmful to LGBT people. 8
The Womxn Project Education Fund advocates for these left-of-center issues through public art interventions and education and engagement. 9
Its public art projects are typically published on its social media platforms. In June 2022, it referred to the Supreme Court Justices who ruled to repeal the right to abortion as “ghouls” with accompanying graphics in its protest materials. 10 In 2024, TWPEF sold yard signs representing support for “gender diversity and bodily autonomy” to be placed in public spaces from the spring of 2024 through the 2024 election. 11 This was part of the “Empowered to Advocate Series” to support LGBT advocacy and encourage political engagement with LGBT issues. 12
Its education and engagement efforts include workshops, panel discussions, art making and issue-based events. In partnership with the National Women’s Law Center (NWLC), Womxn Project Education Fund organized a Testify 101 workshop to train participants on writing testimony to share with Rhode Island lawmakers in support of abortion. Peshka Calloway was a speaker at the event. Calloway is co-director of Holler Health Justice which funds abortions in West Virginia and Appalachia. NWLC advocates for several left-of-center issues including abortion access and left-of-center gender advocacy. 13 14
TWPEF publishes a webpage with Resources for Reproductive Care and Rights. The list of resources includes financial and legal assistance for abortion such as the National Network of Abortion Funds and the Digital Defense Fund, abortion and contraception support such as Planned Parenthood and Abortion on Our Own Terms, and abortion advocacy organizations including Center For Reproductive Rights and Shout Your Abortion. 15
Funding
The Womxn Project Education Fund 2023 tax return reported revenues of $160,907 and expenses of $167,046. 16 It filed a 990-EZ tax return which if filed by smaller organizations with gross revenues between $50,000 and $200,000. 17
Donors to the fund include the National Women’s Law Center, the Rhode Island Council For The Humanities, the St Louis Community Foundation, and the Rhode Island Foundation. 18
Sister organization The Womxn Project is funded by larger left-of-center groups including the Sixteen Thirty Fund and the New Venture Fund 19 which are administered by Arabella Advisors, a Washington, D.C.-based philanthropy consulting firm that works with left-leaning clients. 20 21
Leadership
Jocelyn Foye is co-founder, president, and executive director. She earned a master’s degree in fine arts from California State University and has been a professional artist and designer for over 20 years. 22 23 She held several positions related to art including art director, book designer, adjunct art instructor, and marketing director. In 2011, she was awarded a fellowship by the California Community Foundation. In 2017, she co-founded the 501(c)(4), the Womxn Project and became its executive director in 2022. In 2020, she co-founded and chaired the 501(c)(3) the Womxn Project Education Fund. 24
Womxn Project Education Fund board member Jackie Anderson is a registered nurse focused on abortion access. She is board chair of the Rhode Island Democratic Women’s Caucus and Nora’s Haven, a domestic violence prevention organization. Anderson advocated for the Rhode Island Equality in Abortion Coverage Act, ran for Rhode Island State Representative in 2022, and for the Warwick City Council in 2024. 25
Board member Amelia Ortega is a therapist and the founder of Amanecer Feminist Psychotherapy, a practice supporting transgender individuals. She was a youth activist in the 1990s, advocating for safe spaces for LGBT students in schools. 26 27
