The Signals Network is a whistleblower protection and promotion organization based in New York City that provides financial, legal, career, and medical support to whistleblowers. 1 IT was founded in December 2017 by Gilles Raymond, the former CEO of the now-defunct News Republic. 2 3
Activities
The Signals Network is focused on providing protection and support to whistleblowers. For instance, the organization offers whistleblowers legal representation, psychological counseling; digital and physical safety services; public relations advice; financial support for legal, medical, and other expenses; and transitional support in finding new employment. 1
Examples of whistleblowers that the Network has worked with include Mark MacGann, a whistleblower involved in reporting on Uber’s lobbying activity; Anika Navaroli, a whistleblower involved in reporting on claims about Twitter’s (now X) role in the events of January 6 at the United States Capitol; Hugo, the alias of a nuclear engineer and whistleblower involved in reporting on claims of breaches in environmental law by a French nuclear power provider; and Daniel Moutang, a whistleblower involved in reporting on a Facebook content moderation center in Kenya. 4

The Signals Network has received support from organizations including the Knight Foundation, Fred Foundation, Open Society Foundations, New York Times Company, Bay & Paul Foundations, MacArthur Foundation, Press Freedom Defense Fund, Shuttleworth Foundation, Luminate, Omidyar Network, and Human Rights Watch. 5

Leadership
Gilles Raymond is the founder of the Signals Network and the president of its board of directors. Previously, he was the CEO of News Republic, a now-defunct mobile news aggregator. 2 6
Delphine Halgand-Mishra is the executive director of the Signals Network as well as a Shuttleworth Foundation fellow and Center for International Governance Innovation senior fellow. Previously, she was the lead rapporteur for the Forum on Information and Democracy’s report on infodemics, North America director of Reporters Without Borders, press attaché for the French Embassy in the United States, and an economics correspondent for French outlets including Le Monde, Les Echos, and L’Express. 7
Kate Miller is the chief of staff of the Signals Network and will serve as the organization’s interim executive director during the parental leave of Halgand-Mishra. Previously, she was chief of staff at The Intercept, a member of the Institute for Nonprofit News’ Emerging Leaders Council, a major gifts and philanthropy executive at the First Look Institute, and a manager of individual giving programs at mothers2mothers. 7
Margaux Ewen is the director of the Signals Network’s Whistleblower Protection Program. Previously, she was the director of Freedom House’s Fred Hiatt Program to Free Political Prisoners, executive director of the James W. Foley Legacy Foundation, and North America director of Reporters Without Borders. 7
