Goodwill Industries International (GII) is a national organization founded in 1902 by Edgar J. Helms 1 2 that provides job training and employment opportunities to individuals who lack job training, have disabilities, or are over the age of 55. 3

Some of GII’s largest initiatives come from repurposing or re-granting funds received from foundations, the U.S. government, and corporations. In 2021, GII received $14 million from Google and the Google Foundation to support its Digital Career Accelerator, which was originally founded by a $10 million grant from the Google Foundation in 2017. GII also received $1,280,000 from the left-of-center Tides Foundation and $220,000 from Facebook in 2021. 4 In 2020, GII received $21 million from the U.S. Department of Labor and U.S. Department of Agriculture to fund the Senior Community Service Employment Program (SCSEP) for seniors 55 years and older. 5 6

The left-of-center Annie E. Casey Foundation, Ford Foundation, and Kresge Foundation also fund Goodwill’s Job Creation Services Loan Fund. 7

History and Leadership

Goodwill Industries International was founded in 1902 in Boston, Massachusetts, by Edgar J. Helms, a Methodist minister, to provide job opportunities to the unemployed. 8 9

Steven C. Preston is Goodwill Industries International’s chief executive officer. 10

Activities and Funding

Goodwill Industries International (GII) primarily operates to provide jobs for the unemployed at its numerous stores that sell donated goods. Its other initiatives provide job training and employment to individuals who lack training, have disabilities, or are over the age of 55. 11

GII is committed to advancing the critical race theory-influenced concepts of racial equity and economic opportunity 12 13 14 and has expressed sympathies aligned with the far-left Black Lives Matter movement. 15

GII’s national strategic partners include Google, USAA, Walmart Foundation, Accenture, indeed, Coursera, Dell Reconnect, and Bank of America. Its Impact partners include Lyft, Lowes, General Motors, Microsoft, Anthem Foundation, Comcast, and the Caterpillar Foundation. 16

Funding

Goodwill Industries International receives its funding from grants, corporations, the U.S. government, and individual donations. 17 18 In 2020, GII reported revenue of $77,145,526 and expenses of $52,306,762. In 2019, the organization reported revenue of $60,908,886 and expenses of $60.671,880. 19

Some of GII’s largest initiatives come from repurposing or re-granting funds received from foundations, the U.S. government, and corporations for different purposes. In 2020, GII received $21 million from the U.S. Department of Labor and U.S. Department of Agriculture to fund the Senior Community Service Employment Program (SCSEP) for seniors 55 years and older. From July 2020 to June 2021, GII was also awarded $22 million to support the SCSEP program. During that same timeframe, GII also received $4.5 million for “justice” grants for adults aged 18-24. 20 21

In 2021, GII received $14 million from Google and the Google Foundation to support its Digital Career Accelerator, which was founded in 2017 with a $10 million grant from Google to support technology-related job training. 22 The left-of-center Tides Foundation gave GII $1,280,000 to implement these Google-related scholarships. Facebook also gave GII $220,000 for social media marketing and digital skills training. 23

Also in 2021, Goodwill established the Rising Together Fund to conduct equitable workforce programs to support economic mobility for job seekers. 24 That same year, GII signed a letter urging Congress to pass the Work Opportunities and Resources to Keep Nonprofit Organizations Well Act, which would raise the cap on donations, appropriate tax dollars for emergency grant funds, and invest $100 billion to guarantee access to high-speed broadband. 25

In 2020, GII received $150,000 from the Annie E. Casey Foundation for programs focused on the critical race theory-influenced concepts of inclusivity, equity, and diversity. 26

In 2019, GII received a grant of $2,077,600 from the left-of-center Tides Foundation 27 and $10,000 from Rockefeller Philanthropy Advisors. In 2018, GII received grants of $1,140,000 from the Tides Foundation 28 and $5,000,000 from the Walmart Foundation to fund GII’s veterans’ jobs initiative, Operation:GoodJobs, which was originally launched with support from Walmart in 2013 with a separate $5 million grant. 29

GII’s institutional funders in 2019 included the left-of-center Annie E. Casey Foundation, Baker Hughes Foundation, Bank of America Charitable Foundation, The Dulin Foundation, General Motors, Google Foundation, Google.org Charitable Giving Fund of the left-of-center Tides Foundation, Indeed, Lowe’s, Lumina Foundation, Lyft, Microsoft Philanthropies, U.S. Department of Labor, USAA, and the Walmart Foundation. 30

The Annie E. Casey Foundation, Ford Foundation, and Kresge Foundation also fund Goodwill’s Job Creation Services Loan Fund. 31

Goodwill’s Adult Live Launch Reintegration Program, the Goodwill Reentry Opportunities to Work (GROW) program, and others are sponsored by a $19 million in grants from the U.S. Department of Labor Employment and Training Administration. 32
