Miller Strategies, LLC is a government relations firm based in Washington, D.C. Miller Strategies promotes its clients’ interests in statehouses, the White House, and the U.S. Congress through its policy advocacy, management of regulatory risk, and legislative strategies. 1

It was established in 2017 by Republican strategist Jeff Miller, who ran the 2016 presidential campaign of former Texas Governor Rick Perry (R) and was a major fundraiser supporting Donald Trump’s 2024 presidential campaign. 2

Miller Strategies found success in the first Trump administration, with clients like Altria Client Services, Valero Energy, Southern Company, the Pharmaceutical Research and Manufacturers of America, Broadcom Ltd., and Occidental Petroleum Corporation. While Miller Strategies’ revenues dropped during the Biden administration, its revenues increased by 40% when then-U.S. Rep. Kevin McCarthy (R-CA), a close friend of Jeff Miller, became Speaker of the House for a period in 2023. 2

Lobbying

Miller Strategies was hired by 79 clients in 2024, receiving more than $12 million in revenue to lobby on issues like taxes, trade, energy and nuclear power, health, finance, science and technology, and Medicare and Medicaid. Miller Strategies employed seven lobbyists that year and some of its largest clients included companies like Apple, Oracle, the PGA Tour, Cantor Fitzgerald, and Crypto.com. 3

As of June 2025, Miller Strategies had been hired by 109 clients in the year to date, receiving more than $8.7 million in revenue. As of June 2025, Miller Strategies’ largest clients of 2025 were HCBS Advocacy, the Blackstone Group, Zoom Video Communications, and Apple, and are focused on issues of human rights, securities, internet, and electronics manufacturing and equipment, respectively. 4

After the start of the second Trump administration, universities like Johns Hopkins, ​Cornell, and ​Northwestern have also hired Miller Strategies. Cornell, which has been particularly outspoken against the administration’s policies, has joined lawsuits aimed at reversing the Trump administration’s proposed cuts to expenses related to university grant funding. The presidents of Cornell and Northwestern both signed an April 2025 letter that claims that the administration is creating a “fear of retribution, censorship, or deportation” at universities among faculty, students, and staff. 5

Jeff Miller is a Republican strategist, fundraiser, and public affairs advisor. Miller is the founder and CEO of Miller Strategies and a principal at Ryan, a global tax services firm. Miller sits on the boards of the U.S. Holocaust Memorial Museum and the Republican Jewish Coalition. Miller formerly worked as finance chair for the second inauguration of President Donald Trump, finance chair of the 2020 Republican National Convention, political advisor for former Speaker of the U.S. House Kevin McCarthy (R-CA), finance chair for the California Republican Party, co-finance chair for the Republican Governors Association, and political advisor to former Governor Arnold Schwarzenegger (R-CA). 6 According to the Wall Street Journal, Miller raised tens of millions of dollars for Donald Trump’s 2024 presidential campaign. 7

George Caram is a principal at Miller Strategies. Caram formerly worked as a staff officer within the Executive Secretariat at the White House National Security Council, a special assistant to the late U.S. Congressman Bill Young (R-FL), and senior legislative assistant for science, space, and technology for then-U.S. House Majority Whip Kevin McCarthy (R-CA). 8

Tyler Grimm is a principal at Miller Strategies. Grimm formerly worked as chief counsel for policy and strategy at the House Judiciary Committee and as a research assistant to Stephen Moore during his tenure as senior economics writer for the Wall Street Journal editorial page. 9

Ashley Gunn is a principal at Miller Strategies and a member of the Fall 2024 Fellows Class at the Institute of Politics and Public Service at Georgetown University. Gunn formerly worked as a special assistant to the president and senior director of cabinet affairs in the first Trump administration. 10

Jonathan Hiler is a principal at Miller Strategies. Hiler formerly worked as the director of legislative affairs for then-Vice President Mike Pence, legislative director for U.S. Senator Tom Cotton (R-AR), and policy advisor for the House Republican Conference leadership office. 11

Jessica Mandel is a principal at Miller Strategies. Mandel formerly worked as head of legislative affairs at Credit Suisse Securities and director of legislative affairs at the lobbying firm Tassey and Associates. 12

Stefan Passantino is a principal at Miller Strategies and a visiting professor at Georgia State University College of Law and the University of Georgia. Passantino formerly worked as deputy assistant to the president and deputy counsel in the first Trump administration, co-chair of the Republican National Lawyers Association’s Ballot Access Project, and special assistant to the Attorney General of Georgia. 13

Steve Ruppel is an associate principal at Miller Strategies. Ruppel formerly worked as political director for former Speaker of the U.S. House Kevin McCarthy (R-CA). 14

Luke Wallwork is an associate principal at Miller Strategies. Wallwork formerly worked as the director of member services and coalitions for the House Small Business Committee, personal aide to former U.S. Secretary of Energy Rick Perry, and legislative director for U.S. Representatives Greg Murphy (R-NC) and Tom Reed (R-NY). 15
