DC Action Lab LLC is a private firm that provides strategic support in rapid response planning, project management, and campaign coordination for left-of-center advocacy groups. 1 The group has been called a “professional protest company.” 2

Financials

In 2020, DC Action Lab was listed as a contributor of $147,723 to Alliance for Global Justice. 3 However, Alliance for Global Justice also donated $325,800 to DC Action Lab in the same fiscal year. 4 The Alliance for Global Justice is nonprofit that provides fiscal sponsorship to numerous left-wing initiatives. 5

Activism

DC Action Lab has previously worked with Samantha “Sam” Miller, who was the primary coordinator for the 2025 People’s March on Washington while working with Movement Catalyst LLC, a for-profit firm that organized the event’s logistics, security, and program planning.  6

Previous protests with which DC Action Lab has been involved include Families Belong Together, People’s Climate March, No Muslim Ban Ever, Cancel Kavanaugh, and Jane Fonda’s Firedrill Fridays. 7

Mia Ives-Rublee, senior director of the Disability Justice Initiative at the Center for American Progress, has collaborated with DC Action Lab as part of her work advancing left-of-center movements. 8 9

Services and Clients

DC Action Lab provides professional protest services including campaign strategy, project management, coalition coordination, and training. The group supports clients by planning campaign timelines, designing protest tactics, managing logistics, and building internal workflows. It also facilitates coalitions by handling planning processes, decision-making structures, and conflict resolution. In addition, DC Action Lab offers training on subjects like direct action, de-escalation, and strategic planning to support left-wing organizations during high-profile mobilization efforts. DC Action Lab has advocated in favor of left-of-center policy proposals such as  “immigrant justice,” “racial justice,” and “gender justice.”  10

Noor Mir, DC Action Lab’s principal officer, stated on her LinkedIn page that the company’s clients have included Amnesty International USA, Auburn Seminary, Adhikaar, ASISTA, Asian Americans Advancing Justice, Church World Service, and the Center for Victims of Torture. Other clients included DC Justice Lab, Detention Watch Network, Indivisible, Immigration Hub, Institute for Women’s Policy Research, Just Futures Law, and the National Immigration Law Center. The firm also worked with Palestine Legal, Stand.earth, the US Campaign for Palestinian Rights, UndocuBlack Network, and Women’s March. 1

People

Noor Mir is the principal officer at DC Action Lab. Mir previously worked as a campaigner for policy advocacy group Amnesty International. She also worked as a drone campaign coordinator with Code Pink. Mir spent eight years as co-chair of the board of directors at Collective Action for Safe Spaces and was a board member for the Washington Peace Center. 1
