Democratic Power Inc. is a political action committee (PAC) that was listed as one of several super PACs connected to Democratic Party strategist Ryan Morgan in the 2024 election cycle that were labeled as “scam PACs” and banned from using the ActBlue fundraising platform. with the others being Democratic Victory Inc. and Democrats United. Democratic Power raised over $7 million during the 2024 election cycle with most of its expenditures being directed to consulting firms, including at least two with ties to Morgan. 1 2 3

Background

Democratic Power Inc. was listed as one of several political action committees (PACs) connected to Democratic party strategist Ryan Morgan with others including Democratic Victory Inc., Democratic Congress, and Democrats United. According to a report by The Bulwark, these PACs have “virtually no online presence and practically no transparency about who runs it.”  4

Democratic Power Inc. was organized as a PAC in support of then-Vice President Kamala Harris’s 2024 campaign for president following then-President Joe Biden’s withdrawal from the presidential race. 2 Its initial fundraising strategy included broad outreach through email and text-message campaigns and a “700% match” promotion for donations. 1

In total, Democratic Power raised $7 million during the 2024 election cycle. Approximately $2 million, or 36%, of the PAC’s funds were dispersed to campaign committees and major Democratic PACs including the Harris Victory Fund, Future Forward USA, and Senate Majority PAC. 3

Much of the funds raised by Democratic Power were spent on fundraising costs and payments to firms, some of which were connected to Ryan Morgan. The single largest recipient of the PAC’s funds was PACtion Data, a firm operated by Morgan. PACtion received $1.75 million of the PAC’s funds while an additional $511,000 went to Bluefoot Political LLC, a firm described as also being “closely tied to Morgan.” 1 3

Controversy

Democratic Power was one of several super PACs connected to Democratic Party strategist Ryan Morgan that were labeled as “scam PACs” due to fundraising and spending methods. According to a 2024 report by The Bulwark, then-vice president Kamala Harris’s campaign team had warned donors to avoid “financial scams from groups sending email and text messages that suggest they’re raising money for the vice president.” 5

Morgan responded to the story by defending Democratic Power and similar groups, claiming that he “provide[s] fundraising data to Democratic and allied organizations…I’m certain that the Harris campaign isn’t referring to Democratic Power with the statement that you sent to me.” 5 Morgan also confirmed to The Bulwark that in addition to his role at PACtion, he was “an officer” for Democratic Power. 5
