PACtion is a fundraising and data analytics company which works exclusively with left-of-center political campaigns, political action committees (PAC), and nonprofit organizations. 1 The company uses data analytics to track individuals who have previously supported left-of-center causes, sells that personal information to political groups, and helps them lobby with those individuals for targeted support. 2
The organization has worked with Democrats such as U.S. Rep. Alexandria Ocasio Cortez (D-NY) and former President Joe Biden, advocacy organizations such as Planned Parenthood and Friends of the Earth, and political committees such as the Democratic National Committee (DNC) and the Democratic Senatorial Campaign Committee (DSCC). 3
Ryan Morgan
Ryan Morgan is the founder and CEO of PACtion. Morgan began his political career while he was in college in North Carolina, where he organized students and “[built] a campaign which lowered total student tuition by $1.4 million per year.” 4
After college, Morgan created Veracity Media, a digital consulting firm which was bought out by the digital media company, BCom. 5 Morgan is also the CEO of the Campaign for Free College Tuition, a small nonprofit which advocates for federal taxpayer funding of college tuition. 4

In the 2020 election cycle, PACtion was paid a total $8,859,922. From its top three clients, PACtion received $6,230,581 from the DNC Services Corporation, $1,465,000 from the Biden for President Campaign, and $350,724 from the Democratic Congressional Campaign Committee. 6
2022 Election Cycle
In the 2022 election cycle, PACtion was paid a total of $6,755, 139. From its top three clients, PACtion received $3,518,164 from the DNC Services Corporation, $1,626,114 from Democratic Victory PAC, and $455,000 from the Democratic Congressional Campaign Committee. 7
2024 Election Cycle
In the 2024 election cycle, PACtion was paid $18,461,101 with five clients paying over $2 million and three more clients paying over $1 million. From its top three clients in 2024, PACtion received $3,672,299 from the Democratic Victory PAC, $2,921,579 from the Democratic Election Fund, and $2,528,981 from the Harris Victory Fund. 8

PACtion states it has worked with the Democratic National Committee, Democratic Legislative Campaign Committee, Democratic Senatorial Campaign Committee, Senate Majority PAC, House Majority PAC, Democratic Congressional Campaign Committee, Voto Latino, Oxfam, Planned Parenthood, Friends of the Earth, End Citizens United, and Emily’s List. It has worked on campaigns for President Joe Biden; presidential candidate Beto O’Rourke; U.S. Sens. Mark Kelly (D-AZ), Raphael Warnock (D-GA); John Hickenlooper (D-CO), and John Fetterman (D-PA); Michigan Gov. Gretchen Whitmer; the Georgia gubernatorial campaign of Stacey Abrams; and the campaigns of Rep. Alexandria Ocasio-Cortez (D-NY) and former Rep. Katie Porter (D-CA). 3
