Democracy for All 2021 Action is a national campaign created in 2019 that advocates left-of-center political change through a coalition of labor unions, think tanks, and advocacy groups to promote polices towards racial justice, environmental policy, reproductive health, and community organizing. 1 Democracy for All 2021 Action, a fiscally sponsored project of the Sixteen Thirty Fund, has been listed as a Sixteen Thirty Fund alternative trade name. 2
Policy Positions
Democracy for All 2021 Action has supported left-of-center election policy goals meant to “address systemic racism.” These include granting statehood to Washington, D.C.; establishing automatic and same-day voter registration for federal elections; and prohibiting voter ID laws. The organization also advocates for redistricting reform, Puerto Rican self-determination, and removing barriers to naturalization. Additionally, it calls for restoring the Voting Rights Act and passing the Voting Rights Advancement Act to impose further federal oversight on state election laws and future voting reforms. 3
Additionally, during the COVID-19 pandemic, Democracy for All 2021 Action advocated securing $4 billion in federal funding for states, expanding vote-by-mail to all voters, extending early in-person voting, and increasing the availability of emergency voting locations. The organization also advocated the adoption of online and same-day voter registration, implementing safety measures to protect voters and poll workers, and launching voter education campaigns to promote awareness of the new policies. 3
Democracy for All 2021 Action also advocated for the passage of an updated version of the HEROES Act to forgive student loans. The group backed legislation to expand union power, including the Public Service Freedom to Negotiate Act and the Protecting the Right to Organize (PRO) Act. It also promoted policies aimed at reducing political influence from special interests, such as establishing a small donor matching system, and overhauling the Federal Election Commission. 3
2020 Post-Election Response
During the 2020 election cycle, Democracy for All 2021 Action was part of the Fight Back Table, a coalition of left-of-center organizations that advocated for national public demonstrations should then-President Donald Trump win reelection. The group developed “war games” and organized mass mobilization efforts through groups like Protect the Results to plan demonstrations in over 1,000 locations. 4
Financials
Democracy for All 2021 Action is a project of Sixteen Thirty Fund. 5 The Sixteen Thirty Fund is a left-of-center lobbying and advocacy 501(c)(4) organization which, alongside its sister 501(c)(3) nonprofit the New Venture Fund, provides funding and fiscal sponsorship services to left-of-center advocacy organizations. Both organizations are managed by the Washington, D.C.-based philanthropy consulting firm, Arabella Advisors. 6
In 2023, the Sixteen Thirty Fund reported total revenue of $181,353,252 and total expenses of $141,266,886, resulting in a net income of $40,086,366. The organization reported $139,942,052 in total assets and $23,615,231 in liabilities, leaving $116,326,821 in net assets at year-end. The vast majority of revenue, $176,676,637, or 97.4 percent, came from contributions. 7
Leadership
Deirdre Schifeling is the founder of Democracy for All 2021 Action and was its director from July 2019 through February 2021. As of June 2025, she was the chief political and advocacy advisor for the ACLU. Schifeling was previously the director of Roadmap for American Democracy, advocacy director for the Office of Political Strategy and Outreach at the White House under the Biden administration, and the director of Fight Back Table. She also worked for nine years as the executive director of Planned Parenthood Action Fund. 8
