The National Committee to Preserve Social Security and Medicare Foundation (NCPSSMF) is a left-of-center think tank that promotes the expansion of Social Security and Medicare programs. Founded in 2006, NCPSSMF has funded studies used by the National Committee to Preserve Social Security and Medicare (NCPSSM) to promote the current Social Security system, argue against raising the Medicare eligibility age, and support expanded government entitlement programs as supposed economic stimuli. 1 2

Activities

In July 2016, the National Committee to Preserve Social Security and Medicare Foundation funded a research project from the Retirement Research Foundation to study the economic and social impact of Social Security and analyze the impact of raising the Medicare eligibility age from 65 to 67. 3 NCPSSMF disseminated results of the study to the media and members of Congress and published the results on a corresponding Social Security Spotlight website. 4 In January 2017, the Foundation completed the study on raising the Medicare eligibility age and published its results on the Social Security Spotlight website, citing results on the national, state, and local level. 5

In December 2017, the Foundation began funding a project by the NCPSSM that encouraged people nearing retirement to delay their Social Security claims in order to receive higher benefits. 6 In April 2019, the Foundation focused this effort on five targeted markets based on demographic information. 7

Finances

According to the organization’s 2019 tax filings, NCPSSMF raised $20,318 in total revenue while incurring $18,158 in expenses. 8 The previous year, NCPSSMF recorded $15,291 in total revenue and $12,373 in expenses. 9 In 2019, NCPSSMF received a $11,100 grant from Fidelity Investments Charitable Gift Fund, a provider of donor-advised funds. 10

Leadership

Catherine J. Dodd is chair of  National Committee to Preserve Social Security and Medicare Foundation. Previously, she was director of the San Francisco Health Service System and deputy chief of staff for health and human services for then-Mayor Gavin Newsom (D) in San Francisco. Dodd also previously worked as district director for House Speaker Nancy Pelosi (D-CA) and get-out-the-vote coordinator for the California Democratic Party. 11 Dodd is a noted Democratic donor, contributing to the Democratic National Committee (DNC), Democratic Congressional Campaign Committee (DCCC), Hillary for America, John Kerry for President, and Al Gore’s presidential campaign. 12

Ariadna Gutierrez Arambula is the secretary-treasurer on the NCPSSMF board. She is the co-founder of HONOR PAC,13 a left-of-center political action committee in California. 14 Arambula is also a co-founder and president of the Latino Equality Alliance and is involved with the Stonewall Democratic Club. 15

Terry O’Neill is a director for the Foundation. Currently, O’Neill co-hosts a podcast on left-progressive issues. 16 O’Neill is a team member for the left-of-center National Commission on Voter Justice. 17 Previously, she was the executive director for the National Employment Lawyers Association. 18 She was the president of the National Organization for Women (NOW) from 2009 to 2017. O’Neill was also the vice president for membership of NOW from 2001 to 2005. 19 Previously, she was a professor at the University of California, Davis Law School20 and a professor at Tulane University Law for 12 years. 21 O’Neill is a self-described progressive and feminist who has called for individuals to view the world through a “communal lens” rather than promoting individual self-reliance. 22 23

William K. Vaughan is a director for the NCPSSMF. Vaughan is a senior health policy analyst at Consumers Union (Consumer Reports). 24 He was a lobbyist for Families USA from 2003 to 2005. 25 Previously, Vaughan worked for various members of the U.S. House of Representatives beginning in 1965. 26 27 Vaughan also worked as staff director for the U.S. House of Representatives Committee on Ways and Means Subcommittee on Health. 28 29

Max I. Richtman is a director on the board and is president and CEO of the National Committee to Protect Social Security and Medicare (NCPSSM), NCPSSMF’s sister organization. Richtman joined NCPSSM in 1989 and is also chair of the NCPSSM PAC. 30 Previously, Richtman worked as staff director to the U.S. Senate Special Committee on Aging. 31
