The Institute of International Education oversees and manages international educational exchange initiatives for individuals in the United States and overseas. The nonprofit receives donations from left-leaning organizations, such as the Ford Foundation.

Background

The Institute of International Education (IIE) was established in 1919 by Nobel Peace Prize laureates Nicholas Murray Butler, who served as the President of Columbia University, Elihu Root, former Secretary of State, and Stephen Duggan, Sr., a Professor of Political Science at the College of the City of New York. 1

The nonprofit collaborates with foundations, government entities, and corporate partners to create and oversee study abroad exchange programs and training initiatives for students. IIE also administers professional development and training programs designed for scholars and leaders in non-governmental organizations. 2

The Institute inaugurated the Center for Access and Equity in 2023 to promote DEI initiatives in education. 3 The nonprofit also provides educational opportunities for women through its Higher Education Readiness (HER) Program. 4 and the Verizon Innovative Learning Program. 5

Supported by the U.S. Department of State, IIE serves as an information resource on academic migration between the United States and other countries. 6 IIE is also a designated sponsor of the Department’s Bridge USA Program which creates spaces for open discussion between students about political issues. 7

Staff

Dr. Allan E. Goodman has served as the Chief Executive Officer of the Institute of International Education for over 20 years. He is also a member of the Council on Foreign Relations. 8

Mark Angelson serves as the Chair of the Institute of International Education. He is also a member of the Council on Foreign Relations. 9

Thomas S. Johnson became a member of the Board of Trustees at IIE in 1989 and was appointed Chairman of the Board in January 2003. He holds the position of Chairman Emeritus at the institute. 10

Henry Kaufman serves as a Trustee and holds the position of Chairman Emeritus at the Institute of International Education. 11

Other members of IIE include Seth R. Bergstein, Vice Chairman of Investment Banking at Morgan Stanley, Colleen Goggins, Former Worldwide Chairman of Johnson & Johnson Consumer Group, and Stephanie B. Mudick, Former Executive Vice President and Head of Supervisory Regulatory Strategy at JPMorgan Chase & Co. 12

Sponsors and Partners

In 1979, IIE partnered with the White House and USIA to create the Hubert H. Humphrey North-South Fellowships. The program brings mid-career professionals from developing countries and East Central Europe to the U.S. for a year of academic and professional training. 13

The nonprofit is also associated with progressive pro-immigration entities such as the Bill & Melinda Gates Foundation, the Rockefeller Foundation and the Open Society Foundation established by George Soros. 14

From 1970 to 2018, the Institute of International Education received $10,119,291 from the Andrew W. Mellon Foundation, $161,453,440 from the Ford Foundation, and $194,176 from the W.K. Kellogg Foundation. 15

The nonprofit collaborates with the U.S. Department of State to manage the Foreign Fulbright Program and the Benjamin A. Gilman International Scholarship program for students. 16 IIE also partners with ExxonMobil to provide scholarships for STEM students in the Middle East and North Africa. 17

In 2013, IIE partnered with the Carnegie Corporation of New York (CCNY) to launch the Carnegie African Diaspora Fellowship Program (CADFP), an initiative that seeks to promote higher education in Africa. 18

IIE works with technology companies like Google, Goldman Sachs, and Juniper Networks to support its Women Enhancing Technology (WeTech) initiative. 19

Crisis Response

The Institute of International Education’s (IIE) Scholar Rescue Fund (IIE-SRF) was established in 2002. IIE-SRF arranges and funds academic fellowships for threatened and displaced scholars at partnering higher education institutions. 20 In 2004, the non-profit received a $10 million donation from Henry Kaufman, President of Henry Kaufman & Company Inc., in support of the organization’s scholar rescue fund. 21

In 2010, IIE launched the Emergency Student Fund (ESF) to provide emergency grants to support international students whose home sources of financial support were impacted by crisis or natural disaster. 22 The nonprofit has raised more than $90,000 to aid students, scholars, and artists impacted by the crises in Afghanistan, Ukraine, Turkey, and Syria. 23

In response to the October 7 terrorist attack in Israel, IIE’s Emergency Student Fund awarded $2000 grants to international students in the U.S. from Israel, Gaza, and the West Bank who have been impacted by the war. 24
