The Americans for Limited Government (ALG) Foundation is the research arm of Americans for Limited Government (ALG), a libertarian political advocacy group. The organization conducts policy research and publishes reports with the goal of reducing the size of the government. 1 2

Background

The Americans for Limited Government (ALG) Foundation is a charitable nonprofit organization that researches policies related to reducing the size of government. 3  It is the sister organization of Americans for Limited Government (ALG), a libertarian political advocacy organization. 4 The foundation has also been known as the Americans for Limited Government Research Foundation. 5

The ALG Foundation focuses on “identifying and exposing” key issues to further the mission of reducing government intervention and spending. 6 The foundation studies what it describes as “leftwing foundations,” such as the Rockefeller Foundation, the Tides Foundation, and philanthropic organizations funded by billionaire George Soros. The ALG Foundation then produces reports on money spent by wealthy left-progressive activists to push environmentalism, end the Electoral College, and implement gun control. 7 In 2021, the foundation issued reports on inflation, the spread of COVID-19, and federal infrastructure spending. 8

Associated Organizations

In 2012, the Center for Responsive Politics (CRP) reported that several nonprofit organizations associated with real estate investor and conservative activist Howard Rich operated out of the same Fairfax County address. These included Americans for Limited Government (ALG), the Americans for Limited Government (ALG) Foundation, U.S. Term Limits, the U.S. Term Limits Foundation, Legislative Education Action Drive, and the Parents In Charge Foundation. 9

The report alleged that the groups issued grants and loaned money to one another. In 2010, ALG Foundation gave the Parents In Charge Foundation a grant of $225,000, and the U.S. Term Limits Foundation a grant of $234,000. It also owed a debt of $1 million to ALG, its sister advocacy organization. 10

Leadership

Rick Manning is the president of Americans for Limited Government and the American for Limited Government Foundation. 11 Manning was Chief of Staff for Public Affairs at the U.S. Department of Labor during the George W. Bush administration. Though conservative, Manning has been critical of free trade agreements often backed by Republicans. 12 Manning is a member of the Stop Corporate Tyranny coalition seeking “to get corporate America back to neutral” on political issues. 13

Richard McCarty is the director of research for the Americans for Limited Government Foundation. 14 Frank McCaffrey is news director at Americans for Limited Government Foundation. 15
