Teamsters Local 804

For many decades after its formation in 1937, Local 804 only represented Teamsters working for UPS in New York. ³ Today, it also represents workers at Amazon, ⁴ the City Harvest nonprofit food rescue organization, ⁵ U.S. Immigration and Customs Enforcement (ICE) fingerprinting contractor PAE, ⁶ and Corporate Coffee Systems.  ⁵ It also represents maintenance and cleaning workers at Trump Village West, a cooperative apartment complex in Brooklyn that is named after developer Fred Trump, the father of President Donald Trump. ⁷

Leadership

Teamsters Local 804’s president is Vincent Perrone. Local 804’s federal tax filings for 2025 reported that Perrone received $311,997 in compensation that year from the local and its related organizations. ⁸

According to the local’s tax filings, Perrone was one of 16 executives or employees of the union to receive more than $160,000 in salary and $50,000 in benefits from Local 804 in 2025.  ⁸

History

Ron Carey

Local 804 is the original home of the late Teamsters international president Ron Carey, who was the first president of the union elected by popular vote of the membership but was later expelled from the union for life after federal investigators uncovered a political donation kickback scheme involving left-wing nonprofits that was used to fund his 1996 reelection campaign against James P. Hoffa. ²

Carey had been president of Local 804 for 23 years before ascending to the international presidency thanks to the support of the leftist-reformist Teamsters for a Democratic Union caucus.  ⁹ During the nationwide 1997 Teamsters strike against the United Parcel Service, Carey was both Local 804’s president and the national Teamsters president.  ³

Alleged Ties to Organized Crime

In 1988, Local 804’s secretary-treasurer John F. Long was convicted on federal racketeering charges for his role in directing Local 804’s pension fund investments to an investment company that was allegedly controlled by the Decalvacante organized crime family, in return for a 2 percent “commission” on the amounts invested. ¹⁰ The convictions were later overturned on procedural grounds.  ¹⁰

According to a 2023 article by socialist activist and Teamsters union critic Tom Mackaman, Ron Carey’s time in control of Local 804 was marked by suspicious ties both to organized crime and to executives of the United Parcel Service, the local’s primary employer.  ⁹ Mackaman wrote, “by the time Carey became president he had somehow become a real estate millionaire, holding numerous properties (in his wife’s name) including homes in Kew Gardens and Jamaica Hills in Queens, two oceanfront condos in Florida, a home in New Jersey, a condo in Virginia, and a condo in Scottsdale, Arizona. Even more mysteriously, Carey’s father died in 1992 with $2.1 million in UPS stock.” ⁹

Advocacy

Delivery Driver Protection Act

Teamsters Local 804 and the national Teamsters union support the passage of the Delivery Driver Protection Act, a proposed ordinance in New York City that would require Amazon and other e-commerce companies to directly employ delivery drivers, rather than subcontracting last-mile delivery to third-party contractors. ¹¹

Amazon and its existing delivery partners oppose the law, saying it would result in widespread layoffs, bankrupt small businesses, and cause higher prices for Amazon customers in New York City. ¹²

Support for $30 Minimum Wage

Local 804 supports increasing New York City’s minimum wage from $17 per hour to $30 per hour by 2030, with further automatic annual cost-of-living increases. ¹³ The union supports a draft ordinance submitted by NYC City Councilmember Sandra Nurse (D-Brooklyn).  ¹³

Anti-ICE Rally

Local 804 was listed as a member of the “Hands Off NYC Coalition” that promoted an “ICE Out for Good” rally in New York City’s Union Square in January 2026. ¹⁴ Other members of the coalition included the New York City Democratic Socialists of America, the New York Working Families Party, the Communist Party USA, the Party for Socialism and Liberation, and other labor unions.  ¹⁴

Local 804 represents Brooklyn-based employees of the biometrics firm PAE who “do fingerprinting as part of the U.S. Citizenship and Immigration process.” ⁶ The rally also targeted so-called “ICE profiteers” Home Depot, Palantir, and Amazon, which employs Local 804 members in Queens.  ^{6  4}

Finances

In 2025, Teamsters Local 804 reported revenues of $10,437,651, expenses of $9,807,728 and net assets of $11,283,346. ⁸

The union reported collecting $8,181,456 in dues and $113,729 in initiation fees from its members in 2025.  ⁸
