All in Wisconsin Fund (AIWF)

Organization

The All in Wisconsin initiative consists of two aligned projects created in 2022: the All in Wisconsin Fund (AIWF), also known as the Wisconsin Race Class Narrative Education Fund (WIRCNWF), and the All in Wisconsin Action Fund (AIWAF). Both organizations seek to “secure freedom, safety, justice and joy for Black Indigenous, and marginalized communities.” ³

The AIWF advocates and acts on issues including climate, education, health care, voting, and community safety. It provides no direct services or electoral spending while using partnerships, training activities, research, and content creation to advance its policies. ²

Sponsor

The All in Wisconsin Fund and the All in Wisconsin Action Fund are fiscally and operationally sponsored by the State Power Action Fund (SPAF), which is linked to Way to Win. SPAF provides financial, administrative, legal, and leadership support for the groups. ¹

Way to Win, a left-leaning collaborative that focuses on state-level-power building is the financial sponsor of both groups with funds flowing through the SPAF. ¹

The SPAF sponsors multiple other groups, including Bigger We Project. SPAF partners include the Organizing Lab, Organizing the Midwest, the State Revenue Alliance, We Make the Future (WMTF), and the State Power Accelerator. ^{4  5}

Initiatives

The All in Wisconsin Fund has built a “Comms Hub” and “Radically Educating to Nurture Equity in Wisconsin” education program. Both leverage the “Race Class Narrative (RCN),” a project termed a “vision” for left-wing change, in training to unite economic and racial equality outcomes messaging and build left-of-center narratives across climate, education, health care, democracy, and community safety. The initiatives develop and provide messaging guides, digital toolkits, and strategic communications plans for partner organizations. ^{6  7}

Activities

On July 17, 2026, the All in Wisconsin Action Fund made a post on X about a rescheduling notice for a community rally designed to protest public dollars to support a company partnered with defense and law-enforcement technology firm Palantir, which has supplied data to Immigration and Customs Enforcement (ICE), suggesting telephone and written protest messages to the Wisconsin state government in place of the rally. ⁸

The AWAF posted “Hands Off Our Vote” on X calling President Donald Trump’s July 16 speech on election-related issues “lies.” Two hours prior, the group posted on X a meme stating “They’re so Desperate to Rewrite the Past So They Can Control Our Future,” claiming that President Trump wants people to lose faith in elections. ^{9  10}

The AWAF supports the development of more than 50 community-embedded spokespersons and more than 30 micro-influencers spreading aligned content. ¹¹

Partner Groups

The All in Wisconsin Fund partners with democracy and voting rights groups, such as left-of-center organizations Wisconsin Democracy Campaign (WDC), Common Cause Wisconsin, and All Voting is Local. The AIWF also works with the African American Roundtable, the Milwaukee Freedom Fund, far-left Black Leaders Organizing for Communities (BLOC), the left-of-center Wisconsin Farmers Union, and over 30 statewide grassroots and community organizations via the Comms Hub. The group also operates within the State Power Fund and Way to Win networks that connect initiatives across multiple states for shared learning and amplification. ¹²

Funding

The All in Wisconsin Fund funding flows through the State Power Fund and the State Power Action Fund, which received a targeted $300,000 grant from the Foundation to Promote Open Society in 2022 for the Wisconsin Race Class Narrative Education Project. ¹³

People

The All in Wisconsin Fund’s executive director is Cassandra Bowers, who is also the board president of the African American Roundtable and sits on the board of the Milwaukee Freedom Fund. ^{14  2}
