Tax the Greedy Billionaires (TGB) is a left-of-center advocacy organization founded in 2025 that calls for increasing taxes on Americans with over $50 million in assets. The organization has argued that “billionaires shouldn’t exist.” 1 2 3

TGB is run by a long-time left-of-center operative and former vice president of the Center for American Progress Igor Volsky. 4 5

History and Activities

Tax the Greedy Billionaires is a coalition of activist groups including People’s Action, the lobbying arm of the left-wing People’s Action Institute, and MoveOn, a left-of-center digital organizing group, that advocate tax hikes on wealthy Americans. The group was founded in 2025 in response to a Republican budget that Democrats claimed cut programs for the working class to fund tax cuts. 6 1

Tax the Greedy Billionaires was launched at an event in front of the U.S. Capitol in February 2025 headlined by Representative Greg Casar (D-TX), the chair of the Congressional Progressive Caucus. 6

TGB advocates a 5 percent wealth tax on households with over $50 million in assets and a 10 percent tax on those with assets over $250 million, which it claims would raise $6.8 trillion in tax revenue over 10 years. 2 TGB claims that wealthy Americans distort the economic system, undermine democratic government, and cause climate change. 1

TGB has argued that “billionaires shouldn’t exist” and that the only way the American people can achieve the American dream is to tax billionaires until to reduce their wealth. 3

No Kings

Tax the Greedy Billionaires is a partner of No Kings, an anti-Trump administration protest movement. The first No Kings rally coincided with the U.S. Army’s 250th Anniversary Parade in Washington, D.C., as well as President Donald Trump’s 79th birthday on June 14, 2025. The No Kings rallies were billed as a protest against the alleged authoritarianism of President Trump. Other notable partners of the No Kings protests included the American Civil Liberties Union (ACLU), Americans for Tax Fairness, Common Cause, Community Change Action, Communications Workers of America (CWA), the Human Rights Campaign, the Indivisible Project, Patriotic Millionaires, People for the American Way, the Planned Parenthood Action Fund, Ultraviolet Action, and Voices of Reason. 7 8 9

Investigations in 2025 by the Pearl Project, a nonprofit journalism initiative, discovered that, despite being described as a grassroots movement, the No Kings protest was organized by a network of 197 Democratic Party-aligned organizations that collectively control $2.1 billion in annual revenues. The analysis found that of the No Kings protests were listed on Mobilize.us, a Democratic-aligned organizing platform. Many No Kings-affiliated partners were also affiliates of the Democratic National Committee. Participants in the No Kings protest reported that the protest felt “less like a movement and more like a performance” conducted by the Democratic Party. “We are told which graphics to share, what signs to print and even how to answer reporters. It is like the whole protest is a campaign rollout—but in protest clothes,” one participant said. 10

Leadership

The campaign director of Tax the Greedy Billionaires is Igor Volsky. Volsky is the founder of Volsky Ventures, a communication and advocacy campaign consultancy. Previously, he was the executive director of Groundwork Action, the advocacy affiliate of the left-of-center economic policy think tank Groundwork Collaborative; the executive director of Guns Down America, a left-of-center advocacy campaign that supports gun control measures and corporate pressure campaigns against financial service and marketing firms that provide services to firearm businesses; the vice president of the Center for American Progress, a left-of-center think tank with strong ties to the Democratic Party establishment; and the director of video, managing editor, LGBT, and health care editor and health care reporter for Center for American Progress’s ThinkProgress.org. 4 5
