Super High Opportunity Turnout Strategies and Solutions (SHOTSS, sometimes styled as SHOTS²) is a left-of-center civic engagement organization focused on increasing voter participation among marginalized groups such as Black communities, youth, convicted felons, and low-income populations. The group operates in the Atlanta, Georgia area and claims that its operations include voter registration, organizing, and policy advocacy, including enacting same-day voter registration in Georgia. As of late 2025, the organization did not appear to be operational, other than a website that included a pitch deck encouraging investment in the group. 1 2
Background and Activities
Super High Opportunity Turnout Strategies and Solutions is a left-of-center voter turnout organization focused on facilitating voter registration in Georgia among minority communities. The founder of the group is Sean Mims, a former canvasser and organizer for the New Georgia Project and the Unite Here Action Fund. 3
SHOTSS claims to employ a blend of grassroots organizing, electoral mobilization, and policy advocacy. Its voter registration efforts reportedly target youth, convicts, and minority communities that traditional campaigns label as “low turnout.” The organization advocates for reforms such as same-day voter registration in Georgia, and collaborates with policy stakeholders to promote legislative changes it describes as fostering “joy and opportunity.” The group emphasizes multi-year voter development over episodic election cycle engagement, using data and field operations to sustain involvement. As of 2025, the group’s specific activity, if any, was unclear. 2
The group supports of same-day voter registration. Its website states, “We advocate on behalf of Georgia citizens so that Georgia can be the first state in the South to have true Same-Day voter registration where voters can show up on election day and register to vote. In Georgia, it currently takes 4-6 weeks to register, while handguns, rifles, and shotguns can be purchased without registration or license.” 3
The group’s website as of September 2025 included a pitch deck and a letter from its founder, Sean Mims, asking for investment in the organization. The group’s pitch deck noted that it was “seeking funders who believe in community-rooted solutions in strengthening democracy,” and listed goals of the organization including registering 40,000 Georgia voters, lobbying for same-day voter registration, and supporting other left-of-center policy and voter outreach groups. 4
Leadership
Sean Mims is the founder and as of 2025 was the principal of SHOTSS, per the group’s website. He also worked as a Fulton County field manager for the New Georgia Project. Mims also worked as an organizer with the Unite Here Action Fund, and as a canvasser in political campaigns, including those of U.S. Senators Raphael Warnock (D-GA) and Jon Ossoff (D-GA). 5
As of 2025, the group’s website listed a three-person board of directors, which includes Avohom Carpenter, national program director for the Everybody Votes Campaign; Bridgett Simpson, co-founder and executive director of Barred Business; and Sandra Lee Williams, president of the Atlanta-North Georgia Labor Council. 6
