The Sovereignty Coalition is an organization that promotes American sovereignty and opposes the World Health Organization (WHO). The Sovereignty Coalition advocates that the United States leave the World Health Organization and opposes efforts by the WHO to expand its authority at the expense of American laws and sovereignty. 1
The Sovereignty Coalition has called WHO Director General Tedros Adhanom Ghebreyesus a militant Marxist and China stooge. 2 The Sovereignty Coalition opposed a WHO proposal that Tedros stated would be legally binding on every nation. The Coalition alleged the proposal would grant the WHO powers to dictate health policies, quarantines, lockdowns, compulsory vaccines, and insist on approved vaccines and medications for everyone. 3
As of 2024, 49 U.S. Senators, 24 state governors, and 22 state attorneys general have opposed ratification of any new WHO treaties and mandates they claim would infringe on U.S. sovereignty.
History
The Sovereignty Coalition was founded in 2023 as a joint project of the Center for Security Policy and Women’s Rights Without Frontiers. 4 The Sovereignty Coalition was founded to defend American sovereignty with a commitment to the U.S. Constitution and the inherent freedoms it guarantees. 5
The organization’s priority is to prevent global government arrangements and agreements with what it views as the unaccountable World Health Organization 6
World Health Organization
General Policy
The Sovereignty Coalition advocates that the United States no longer fund, participate in, or subject itself to policies of the World Health Organization, and to replace the WHO with voluntary collaborations among nations if needed. 7 The Sovereignty Coalition has alleged that the pharmaceutical industry, Bill Gates, the Chinese Communist Party, and others with assistance from the Biden administration are attempting to allow the World Health Organization to dictate the public health policies of the U.S. and other nations. 8
Pandemic Response Treaty
In May 2024, the WHO’s World Health Assembly (WHA) attempted to adopt a pandemic response treaty that granted the WHO’s Director General the authority to declare a “public health emergency of international concern” that would grant wide-ranging powers over member nations’ health policies. 9 WHO Director General Tedros Adhanom Ghebreyesus stated the treaty would be legally-binding on every nation. 10
When attempts at the first treaty failed, the WHA attempted to insert similar language into an amendment of the WHO’s existing International Health Regulations. Critics noted such an attempted amendment just days after the treaty failed violated the International Health Regulations’ rules that such regulations must be available for review for at least four months in advance. 11
The Sovereignty Coalition claimed that on June 1, 2024, Director General Tedros moved to adopt the amendments before a room not constituting a quorum, with only 30 percent of member states present, declining to conduct a roll call vote, and declaring the amendments’ adoption while turning off the microphones for opposed countries. 12
Negotiations for another WHO treaty, known as the Pandemic Accord treaty (Pandemic Treaty), began in July 2024. 13 The Sovereignty Coalition argued that provisions of this treaty would affirm that WHO Director General Tedros would be the sole arbiter of what constitutes a “public health emergency of international concern”; require vaccine passports for everyone on the planet to collect and monitor places of employment, income, bank accounts, family, any social media posts, or other personal information to restrict travel and impose quarantines; provide for open-ended financial commitments to the WHO and its activities; and require every nation to strengthen its capabilities to counter perceived misinformation or disinformation. 14
The Biden administration has made no indication it would submit the accord to the U.S. Senate for advice and consent, and 49 U.S. Senators have opposed the proposal. 15 Twenty-two state attorneys general have written to President Joe Biden in opposition to the International Health Regulations revisions and the Pandemic Treaty. 16 Twenty-Four governors have opposed granting the World Health Organization such increased power. 17
Events
In 2024, the Sovereignty Coalitions sponsored the first Sovereignty Summit as a platform for elected officials from around the world to address issues and problems with the amendments to the International Health Regulations and proposed Pandemic Agreement treaty. 18 Throughout 2024, the Sovereignty Coalition sponsored weekly meetings and briefings on the World Health Organization’s actions on Zoom and X Spaces. 19
Outreach
The Sovereignty Coalition provides a social media toolkit that includes sample social-media posts, memes, talking points, and videos for distribution. 20 The Sovereignty Coalition has sample letters members of the public can send to elected representatives, letters and talking points for organizations to send to leaders, a health care professional sample letter, and a letter for foreign supporters to use in their countries. 21
Leadership
Frank Gaffney, Jr. is a co-founder of the Sovereignty Coalition and the founder and executive chairman of the Center for Security Policy. 22 Prior to founding the Center for Security Policy in 1988, Gaffney was nominated by President Ronald Reagan in 1987 to become the Assistant Secretary of Defense of International Security Policy responsible for policies involving Soviet Union relations and nuclear forces. 23 Prior, Gaffney spent four years as the Deputy Assistant Secretary of Defense for Nuclear Forces and Arms Control Policies and two years as a professional staff member on the U.S. Senate Armed Services Committee. 24
Reggie Littlejohn is a co-founder of the Sovereignty Coalition and founder and president of Women’s Rights Without Frontiers. 25 Littlejohn is an expert on China’s one-child policy and her organization, Women’s Rights Without Frontiers, exposes and opposes forced abortion and genocide in China. 26 Littlejohn is a co-founder of the Stop Vaccine Passports Task Force, which opposes digital ID use for surveillance and control of populations. 27
