Justice for All Coalition (JFA)
The Justice for All Coalition (JFA) is a left-of-center activist group that organizes tenants on government-owned housing projects in New York City in opposition to the New York City Housing Authority’s (NYCHA) use of Rental Assistance Demonstration (RAD), a federal policy that turns government-owned (Section 9) housing into Section 8 voucher housing through public-private partnerships. Background and Activities
The Justice for All Coalition (JFA) has been active since 2018 and was organized to oppose the New York City Housing Authority’s (NYHCA) Next Generation plan, which included plans to convert public-owned housing developments to Section 8 housing managed by private companies to allow for renovations and updates to housing projects. The group opposes Rental Assistance Demonstration (RAD), a federal policy adopted during the Obama administration that allows for such conversions. 4 5
The coalition is based in NYCHA developments in Astoria, Long Island City, Woodside, and Sunnyside. Its campaign rhetoric centers on demands for repairs, resident management, and reparations for public housing tenants through increased government spending on public housing projects, while opposing converting properties to Section 8. TakeRoot Justice, a left-of-center advocacy group in New York City, has partnered with the coalition to provide public testimony opposing various aspects of the NYCHA’s plans, including RAD conversions. JFA runs a public website stating NYCHA residents are being informed of forced relocation once RAD/PACT conversions occur, and pushes for stronger tenant protections, oversight, and budget shifts away from market-based projects. 7
In public testimony and protests, JFA aligns with the “Keep Public Housing Public” campaigns across and collaborates with groups including “Fight for NYCHA,” which stages protests against privatization projects across city neighborhoods, often protesting far-left politicians for not being far enough to the left on housing policy, including New York mayoral candidate and state Assemblyman Zohran Mamdani (D-Queens). 8
Alliance for Global Justice (AFGJ)
The Justice for All Coalition operates under the umbrella of the Alliance for Global Justice (AfGJ), a controversial fiscal sponsor that supports numerous radical-left causes and activist groups. AfGJ has sponsored groups with alleged ties to foreign militant organizations and far-left movements across Latin America and the Middle East. In January 2023, the Washington Examiner reported that the Ford Foundation ceased all grantmaking to AFGJ after “years of warnings” about the organization’s ties to a Palestinian group with terrorist designations under U.S. law. 1 2
The Justice for All Coalition is not an independent nonprofit and operates under AfGJ’s legal and tax status. It does not file independent tax returns with the IRS, publish audited financial statements, or disclose its internal governance.
