Fair Maps Texas (FMT) is a coalition of left-of-center organizations advocating for changes to the redistricting process in Texas. The organization aims to raise public awareness, support reforms, host events and initiate “grassroots activism” to accomplish its goal of creating an independent Citizens Redistricting Commission. 1 2
FMT redistricting principles include removal of census questions of citizenship, inclusion of detained criminals, use of the Voting Rights Act of 1965 to protect voters of color, public input, consideration of disadvantaged communities, decision makers that reflect diversity, and the creation of an independent citizen commission to draw districts. 3

As of 2025, coalition partners of Fair Maps Texas included League of Women Voters of Texas, EMGAGE Foundation, ACLU of Texas, Texans Against Gerrymandering, Move Texas, National Council of Jewish Women, Texas Civil Rights Project, Southern Coalition for Social Justice, Clean Elections Texas, and Common Cause Texas. 4
League of Women Voters of Texas is a leading member of Fair Maps Texas Action Committee involved in litigation and reform advocacy. 5
EMGAGE Foundation Inc. Texas, is the state-level branch of the national left-of-center EMGAGE Foundation that advocates for Muslim and left-of-center voting access. 6 7
ACLU of Texas provides legal representation and is a co-counsel in the suit against alleged racial gerrymandering. 8
Texans Against Gerrymandering is a group that opposes efforts to draw Congressional districts that either pack voters of one type or spread them over multiple districts to dilute their power. 9
Move Texas is a left-of-center young voter registration and engagement group. 10
National Council of Jewish Women (NCJW) of Greater Dallas Section is a local chapter of a left-of-center group that opposes conservative appointments to the Supreme Court. 11
Texas Civil Rights Project is a left leaning legal organization that provides services to illegal aliens and opposes election integrity. 12
Southern Coalition for Social Justice (SCSJ) is a left of center organization that provides legal services and was formed with the intent of replicating the Southern Poverty Law Center model and funded by Ford Foundation and George Soros’s Foundation to Promote Open Society. 13 14 15 16
Clean Elections Texas is a left-of-center organization that advocates for a constitutional amendment to overturn the Citizens United Supreme Court decision that allows unlimited independent expenditures supporting political campaigns. 17
Left-of-center Common Cause Texas advocates for independent commissions required to consider region, race, gender, sexual orientation and other demographic factors in appointing judges. 18
FMT operates a subcommittee called Fair Maps Texas Action Committee which as of 2025 consisted of partners Texans Against Gerrymandering, MOVE Texas, EMAGE Texas, and Clean Elections Texas. 19
Activities
Fair Maps Texas sent a letter to the Texas state House and Senate on July 21, 2025 to express opposition to legislation to redraw district lines mid-decade prior to the outcome of litigation challenging Texas’s 2021 post-Census redistricting. It added that, should the legislature move forward, it ought to be done in a fair and open way. The letter was signed by FMT, Barbara Jordan Institute, League of Women Voters of Texas, EMGAGE Foundation, ACLU of Texas, Texans Against Gerrymandering, Move Texas, Texas Civil Rights Project, Clean Elections Texas, and Common Cause Texas, Emgage Action, League of Women Voters of Hays County TX, and League of Women Voters of Texas. 20
The organization published a blog in July 2025 that termed the move to redistrict Texas “blatant racism” and claimed it violated the 14th Amendment and the Voting Rights Act. 21
As of 2025, Fair Maps Texas’s website included a set of testimony guides for those set to appear in public settings as well as a sample of its platform, “Redistricting 101 Presentation,” in PDF form accompanied with a message on the rationale and importance of their work. 22

Fair Maps Texas does not disclose its leadership. However, it is known that Lydia Ozuna, president of Texans Against Gerrymandering, is a moderator of FMT’s Facebook page. 23 24
