Connecticut For All (CTFA) is an advocacy coalition which pushes for left-of-center tax policies, increased public school funding, increas access to public services for illegal immigrants, and an expansion of tenant rights in the state of Connecticut. 1 2 CTFA works with left-of-center labor unions including the SEIU, AFL-CIO, and the Teamsters; 3 with left-of-center faith organizations like the Collaborative Center for Justice and Jewish Voice for Peace; and left-of-center nonprofits like Common Cause Connecticut and Planned Parenthood Votes Connecticut. 3

2025 Equity Agenda

The 2025 Equity Agenda is Connecticut For All’s guide for the programs and policies the coalition wants to see implemented or expanded. CTFA calculated that its desired programs would cost the state $2.6 billion. CTFA states that portions of this budget could be derived by imposing a 5 percent surtax on capital gains, dividends, and taxable interest for individuals earning at least $500,000 annually. It also suggests the government should tax the profits earned from business done outside of the United States. 2

Immigration

CTFA wants to see HUSKY, an immigrant healthcare program, expanded to all immigrants 15 years of age and older regardless of legal status. It also wants Connecticut to withhold all information HUSKY collected about immigrants from U.S. Immigration and Customs Enforcement (ICE) and to expand Connecticut’s Trust Act, which would restrict information local police are allowed to share with ICE. 2

Education

CTFA wants to increase funding for all Connecticut public education programs under the Education Commission of the States. It also advocates making adjustments to the Educational Cost Share Formula to increase the money given to programs for students with special needs. 2

Wages

CTFA wants workers on strike to receive unemployment benefits for the duration of the strike in order to “level the playing field between workers and management.” 2 It wants to raise wages for healthcare workers in nursing homes and homes for people with mental disabilities to improve recruiting and retention efforts. 2

Public Services

CTFA wants to increase the number of Wage and Hour investigators in Connecticut’s Department of Labor to more strongly police businesses. It supports taxpayer-provided mental health, substance abuse, and safety net health care services. It wants the state to increase investments in higher education institutions to lower tuition costs. It also wants the state to increase funding for the PACT program, a debt-free tuition program for community college students, to cover state college students. 2

Leadership

As of 2025, Norma Martinez HoSang was the director of Connecticut For All. She was previously involved with labor unions in California, Oregon, and Connecticut, with her advocacy surrounding immigration and health care. Martinez has argued that strong labor unions are the key to creating social change. 4

As of 2025, Costanza Segovia was the organizing director for Connecticut For All. She moved to the United States from Argentina at 17. Segovia founded the Hartford Deportation Defense, an illegal immigration coalition which focuses on health care access for illegal immigrants and increasing public school funding. Segovia states she is most proud of her work in getting illegal immigrants up to 15 years of age or pregnant access to Medicaid and helping illegal immigrants get criminal records expunged to avoid deportation. 4

As of 2025, Leslie Blatteau was the chair of Connecticut For All. She was also the president of New Haven Federation of Teachers, 5 a teachers union connected with the AFL-CIO that focuses on expanding liberal education policies. Blatteau aligns with far-left ideologies, especially relating to racial concerns, stating that she is working to be anti-racist through “finding and implementing ways to give up power-both as a teacher and as a white person.” 6 4

Josh Pawelek is a board member at Connecticut For All. He is a minister of the liberal Unitarian Universalist religious group and states he is an “aspiring antiracist, feminist, queer ally; a liberal suburban American minister.” 7 4

As of 2025, coalition members of Connecticut for All included Common Cause CT, Make the Road Connecticut, National Association of Social Workers, Planned Parenthood Votes Connecticut, Resource Generation CT, Sunrise Movement CT, Collaborative Center for Justice, Jewish Voice for Peace, American Federation of State, County and Municipal Employees (AFSCME), AFT Connecticut, Service Employees International Union, Connecticut State AFL-CIO, Communications Workers of America, United Auto Workers, International Brotherhood of Teamsters, Unite Here, and United Food and Commercial Workers. 3
