The State Energy and Environmental Impact Center (also known as the State Impact Center) at New York University (NYU) School of Law is a program of NYU Law dedicated to influencing state environmental regulations and public policy by funding state attorneys general and utility regulators. State Impact Center funds and researches the work of state attorney general’s offices to enforce and promote “strong laws and policies in the areas of climate, environmental justice” and of state utility regulators to promote weather-dependent energy policies. 1
Financials
The State Impact Center was created with an initial grant of $5.6 million from former New York City Mayor and billionaire Michael Bloomberg’s grantmaking nonprofit, Bloomberg Philanthropies, in 2017. 2 The State Impact Center is a program under the organizational umbrella of the NYU School of Law. 3
Fellows Programs
The State Impact Center seeks to influence state regulations and enforcement of environmental laws by funding state attorney generals and utility regulators through its Fellows Programs. After the Center was launched in 2017, it invited all attorney general’s offices across the U.S. to apply for its NYU Law Fellow program. Applicants were to certify “that they could participate in the program under applicable federal and state laws.” 4
However, controversy arose when farm groups in Wisconsin filed a lawsuit against state Attorney General Josh Kaul (D) for allegedly hiring a special assistant attorney general funded by the State Impact Center whose focus was on prosecuting businesses for violating environmental regulations. 2
The Fellows Program is divided into two separate initiatives, the AG Fellowship and the State Commission Fellowship. 4 State special assistant attorneys general funded by the NYU State Impact Center have been appointed in the District of Columbia, Delaware, Connecticut, Illinois, Maine, Minnesota, New Mexico, New York, Oregon, Washington, and Wisconsin. 5
