The Institute for the Study of Global Antisemitism and Policy (ISGAP) is an advocacy organization advocating against antisemitism through scholarly research. 1
Activities
The Institute for the Study of Global Antisemitism and Policy (ISGAP) is a research and advocacy group that claims to be “the first interdisciplinary research center dedicated to the study of antisemitism.” 2 ISGAP researches antisemitism and its potential relationship to other societal forms of hatred and prejudice. 2
ISGAP’s Mission Statement claims that the idea of antisemitism is a “complex and, at times, perplexing” form of prejudice, only growing due to globalization. 2
ISGAP also publishes materials to promote their research including policy papers books, features, opinion articles, and even produces videos along with other works with the Jewish Broadcast Service to including a series called “Fighting Antisemitism – The ISGAP Hour.” ISGAP’s educational initiatives include an international seminar series, an intensive two-week workshop held at the University of Oxford, and digital courses through its Digital Research Centre. 3
Funding
The Institute for the Study of Global Antisemitism and Policy (ISGAP) is funded by donations from individuals, foundations, and businesses. While ISGAP does not disclose its donors, tax filings confirm donations from the Greater Miami Jewish Federation ($66,666 in 2021), 4 the Newton D. & Rochelle F. Becker Foundation ($70,000 in 2022), 5 and the Jewish Communal Fund ($60,360 in 2022). 6
In 2022, the Chicago Community Trust donated $2 million to the American Friends of United Jewish Appeal of Greater Toronto designated for “support for the Institute for the Study of Global Antisemitism and Policy (ISGAP).” 7

Natan Sharansky is the chair of the Institute for the Study of Global Antisemitism and Policy (ISGAP) and an honorary member of the board of governors of the Jewish Agency for Israel. 8
Charles Asher Small is the executive director and president of ISGAP and the director of the ISGAP-Woolf Institute Fellowship Training Programme in Critical Contemporary Antisemitism Studies, Discrimination, and Human Rights. Small is a Goldman Fellow at the Harold Hartog School of Government and Policy and a senior research fellow at the Moshe Dayan Center for Middle East and African Studies at Tel Aviv University. 9
Ellen Cannon is a professor of political science and Jewish studies at Northeastern Illinois University. 9
Abraham Cooper is an associate dean and director of global social action at the Simon Wiesenthal Center. 9
Jesse Friedlander is the co-founder and CIO of Des Voeux Partners and a member of the advisory board of the Johns Hopkins University School of Advanced International Studies. 10

David Harris is a former CEO of the American Jewish Committee. 9
Gregg Mashberg is a retired litigation partner at Proskauer Rose LLP. Mashberg formerly worked as an assistant chief of general litigation for the NYC Law Department. 11
David Patterson is the Hillel A. Feinberg distinguished chair in Holocaust studies at the Ackerman Center for Holocaust Studies at the University of Texas at Dallas and a commissioner on the Texas Holocaust and Genocide Commission and sits on the executive board of the Annual Scholars’ Conference on the Holocaust and the Churches. 9
Sima Vaknin-Gil is a member of the founding team of the Combat Antisemitism Movement. Vaknin-Gil is a former director general of the Ministry of Strategic Affairs of the State of Israel, a former intelligence officer in the Israeli Air Force, and a former chief military censor of the State of Israel. 9
Malcolm Hoenlein is the vice chair of the Conference of Presidents of Major American Jewish Organizations. Hoenlein is a former founding executive director of both the Jewish Community Relations Council of Greater New York and the Greater New York Conference on Soviet Jewry. 9
