Immigrant Advocates Response Collaborative (Immigrant ARC) is a coalition in New York State that enhances access to legal services for immigrants through lobbying and training initiatives. It also runs the Afghan Resettlement Project, connecting Afghans to essential resources across the state. The group was founded in response to what it labled the first Trump administration’s “Muslim Travel Ban” in 2017. 1
Afghan Refugee Resettlement
In response to the Afghanistan War and U.S. withdrawal from the region, Immigrant ARC launched the Afghan Resettlement Project. The goal of the project is to encourage Afghan migrants to move to the Albany, New York region and to maximize the benefits to these “future New Yorkers.” The group works with social services, government officials, other nonprofits, and emergency response services on behalf of Afghan migrants. Services include immigration legal advice, support in bringing family members to the U.S. from Afghanistan, organizing a pro bono network of immigration lawyers, trainings for volunteer attorneys, connecting migrants with relief supply providers, and participating in “federal and state advocacy efforts” to advocate for policies to further their resettlement agenda. 2 3

In 2023, Immigrant ARC reported $1,548,816 in revenues and $1,006,954 in expenses, with $730,258 in total assets and 11 employees. 4 In 2022, Immigrant-ARC reported revenues of $105,568 from government grants. 5
Chamberlain Network
Immigrant ARC and the Chamberlain Network are connected through shared staff. Camille Mackler and Crystal Ellington are both board members at the Chamberlain Network. 6 Mackler also founded Immigrant ARC and as of February 2025 led the organization as the executive director, while Ellington serves as communication manager for Immigrant ARC. 7
The Chamberlain Network is a fiscally sponsored project of Policy Impact. 8 The Chamberlain Network is a left-of-center advocacy and community organizing group that uses veterans as the face of its policy agenda push. 9 Policy Impact is a left-of-center nonprofit that provides fiscal sponsorship for other entities to facilitate donations and disbursements from individuals and foundations. 10
