The Florida Women’s Freedom Coalition (FWFC) is a left-of-center political advocacy organization formed to promote abortion access in Florida, by advancing the pro-abortion Florida Amendment 4 in the 2024 election cycle. 1 The organization operated as both a political committee and through an associated action fund, with the primary mission of securing reproductive freedoms through the state constitutional amendment, which failed to meet the supermajority threshold to pass. 2

Leadership and Structure

As of 2025, Anna Hochkammer was the executive director of the Florida Women’s Freedom Coalition. Hochkammer, a former Vice Mayor of Pinecrest and Democratic political candidate, previously ran unsuccessfully for Florida State Senate District 39 in 2020. 3 She has been a prominent local political figure in Miami-Dade County, serving on the Pinecrest Village Council and contributing to local political commentary. 4

The organization operated through two distinct political committees registered with the Florida Division of Elections: the original “Florida Women’s Freedom Coalition PC” (closed status) and “Florida Women’s Freedom Coalition Action” (active status). 2 Both committees listed Hochkammer as chairperson, treasurer, and registered agent. 2

Mission and Activities

Florida Women’s Freedom Coalition positioned itself as a bipartisan coalition working to guarantee women’s access to abortion and healthcare. The organization’s primary focus was supporting Florida Amendment 4, which sought to enshrine abortion access before fetal viability or when necessary to protect patient health in the state constitution. 5 The amendment required a 60 percent supermajority to pass under Florida’s constitutional amendment process. 5

The coalition was part of the broader pro-abortion Floridians Protecting Freedom campaign, which included over 200 organizations supporting Amendment 4. Partner organizations included the ACLU of Florida, Planned Parenthood affiliates, SEIU 1199 Florida, and other liberal advocacy groups. 6

FWFC’s activities included signature collection, voter education, and grassroots organizing. The organization helped collect over 1.4 million petition signatures to qualify Amendment 4 for the ballot, significantly exceeding the required 891,523 verified signatures. 7 Despite raising over $56 million across all supporting organizations, Florida Amendment 4 ultimately failed to achieve the required 60 percent threshold for passage. The amendment received approximately 57 percent of votes, representing over 6 million Floridians who supported the measure. 8

Financial Operations

The Florida Women’s Freedom Coalition PC raised $3,964,258 in total contributions during the 2024 election cycle. Major funding sources included: Floridians Protecting Freedom, Inc. ($2,100,000), William Harris Revocable Trust ($300,000), William Harris ($200,000), Hilary Rosen ($70,000), Service Employees International Union Local 1991 ($60,000). 9

The organization’s top expenditures totaled $3,946,195, with major payments to political consulting firms including PCI Consultants Inc. ($792,000), Residents for Save Neighborhoods PC ($600,000), and Defend Democracy PC ($495,000). 9

William Harris emerges as a significant donor, contributing $500,000 total between his personal donations and revocable trust. Harris is a Miami Beach-based investor and Democratic political donor with a history of substantial contributions to left-of-center causes and candidates. 10 Hilary Rosen, another major donor at $70,000, is a prominent Democratic operative and former CEO of the Recording Industry Association of America, known for her liberal political advocacy and LGBT activism. 10
