Katz Compliance (formerly Evans & Katz LLC) is a Washington, D.C.-based political consulting firm that manages Democratic Party and left-of-center political action committees (PACs) and organizations. 1 2

History and Leadership

Katz Compliance was founded by Diane Evans in 1996 as Evans and Katz LLC. 1 Prior, she worked in the offices of then-U.S. Representatives Gerald Kleczka (D-WI), Norman Mineta (D-CA), and Peter Barca (D-WI). 5

In 2023, Evans and Katz LLC changed its name to Katz Compliance after Evans retired from her role as principal. Democratic Party-affiliated election lawyer and Elias Law Group founder Marc Elias has called Evans “one of the early pioneers who validated the need for campaigns to have a professional compliance firm.” 6 As of November 2024, Evans is a senior advisor with the company. 7 8

Cassie Tinsmon is the president of Katz Compliance. 2 Tinsmon has also been a board member of the pro-abortion 9 Trust Women Foundation and the New York Abortion Access Fund. 10

Katz Compliance staff has more than 100 years of combined experience working for the U.S. Congress, in campaign war rooms, in senior policy positions, and for high-level Federal Election Commission offices. 1 The organization is headquartered in Washington, D.C. 7

Activities and Funding

Katz Compliance (formerly Evans and Katz LLC) 11 is a consulting firm that provides state and federal campaign finance compliance services for “progressive Democratic campaign committees, political action committees (PACs), joint fundraising committees, independent expenditure committees, super PACs, and Internal Revenue Service (IRS) 527 political organizations.” 1

The organization provides funds and volunteer support to left-of-center and “progressive” campaigns and nonprofit activist organizations. 12 Katz Compliance’s partners promote what it considers to be women’s rights, workers’ rights, the critical race theory-influenced concept of social justice, freedom of expression, and support for “marginalized communities.” 1

Katz Compliance is a for-profit compliance firm that has supported left-of-center activist organizations, U.S. Congressional campaigns and members of U.S. Congress, and other organizations, such as the labor union-aligned Amalgamated Bank. 6

During the 2024 election cycle, Katz Compliance received $1,844,538 from its clients. These payments included $133,912 from the CASA in Action PAC, $132,500 from Moveon.org, $120,982 from the 2024 presidential campaign of Marianne Williamson (D), $116,750 from the Bold PAC, $69,534 from the re-election campaign of U.S. Senator Jeanne Shaheen (D-NH), $69,082 from the re-election campaign of U.S. Representative Ilhan Omar (D-MN), $67,569 from the Movement Voter PAC, $56,490 from the Congressional Progressive Caucus, $44,000 from Texas Organizing Project, and additional funds from other left-of-center and Democratic-affiliated campaign committees. 3 4

During the 2022 election cycle (then as Evans and Katz LLC), the firm received $1,972,807 from its clients. Evans and Katz LLC received $1,814,264 from its payees during the 2020 election cycle. This included $174,013 from the Fair Fight PAC, $173,816 from the unsuccessful U.S. Senate campaign of Democratic National Committee associate chairman Jaime Harrison (D-SC), and others. 13
