Blue Texas is a multi-million-dollar initiative funded in part by Democratic megadonor and financier George Soros to turn Texas into a politically competitive state, with a long-term goal of securing a Democratic majority in state governing bodies and electing the Democratic presidential candidate in the state in future elections. The initiative was formed in 2025 by Texas Majority PAC, which has received significant funding from Soros, the Texas Democratic Party, and multiple county-level Democratic parties. Background and Activities
Blue Texas was formed in 2025 by the Texas Majority PAC as a joint initiative with the Texas Democratic Party. The formation of the initiative was reported by in the Wall Street Journal in June 2025 that called the effort a multimillion-dollar effort by Democrats “helped by megadonor George Soros, to turn Texas into a political battleground after suffering through decades of electoral losses in the nation’s second-largest state.” 1
The report noted that Texas Democrats had not won a statewide election in the state since 1994, had not carried the state in a presidential election since 1976, and had not won a U.S. Senate race in the state since 1988. The group shared plans to work with state and county parties to recruit candidates and sign up volunteers, starting with a series of organizing rallies in June 2025, with scheduled candidate recruitment efforts in July. 1
The Texas Majority PAC was founded in December 2022 by alumni of former U.S. Representative Beto O’Rourke’s (D-TX) unsuccessful 2022 gubernatorial campaign. The organization’s co-founders are Katherine Fischer, the organizing director for O’Rourke’s campaign; Jason Lee, the deputy campaign manager; and Crystal Zermeno, a former staffer of the left-of-center Texas Organizing Project (TOP). 4
In 2023, the Texas Majority PAC helped George Soros make six-figure donations to the Democratic Parties in Dallas, Cameron, and Hidalgo Counties, as well as other organizations. Despite these shared goals of mobilizing Democratic voters in Texas, the PAC has had some tensions with the Democratic Party of Texas due to concerns of “programmatic fracture and duplication of effort” across the state for the 2024 election cycle. 4

A previous group called Blue Texas, a joint project between Power the Vote, former Ohio Democratic Party chair David Pepper, and Every State Blue, was suspended in 2024 and its website homepage links to the Texas Majority PAC’s Blue Texas project. 6 7
2026 Election
The Blue Texas project was formed ahead of the 2026 election cycle with the short-term goal of making the 2026 U.S. Senate race competitive for Democrats and recruiting more Democratic candidates down-ballot. The project cites the contentious primary between U.S. Sen. John Cornyn (R-TX) and state Attorney General Ken Paxton (R) as a prime opportunity for Democrats to compete in that race. 2
Funding
The Texas Majority PAC has been directly funded by George Soros, a prolific democratic megadonor and financier. Soros donated $2.1 million to Texas Majority PAC in 2024 and $1 million in April 2025. Specific funding goals of the Blue Texas project had not been publicized as of 2025; however, reports described the project as a “multimillion-dollar” effort. 1
Soros was the top known contributor to the Texas Majority PAC as of 2025, providing $6.45 million of its $9.9 million all time contributions as of mid-2025. Soros’ Democracy PAC II has provided the group with an additional $750,000. 8
The Blue Texas Project solicits funds through ActBlue , a pass-through organization designed to facilitate donations to left-leaning activist organizations and Democratic campaigns. 9
