Texas Majority PAC is a Houston-based political action committee (PAC) that works to elect Democrats to statewide office in Texas and secure Democratic Party majorities in both chambers of the Texas state legislature. 1 2 3

Texas Majority PAC was launched in December 2022 by alumni of former U.S. Representative Beto O’Rourke’s (D-TX) unsuccessful 2022 gubernatorial campaign. 4 As of February 2024, the PAC has received $1.4 million directly from liberal donor George Soros and an additional $850,000 5 from Soros’s Democracy PAC II since it was launched in 2022. 6

History and Leadership

Texas Majority PAC was founded in December 2022 by alumni of former U.S. Representative Beto O’Rourke (D-TX)’s unsuccessful 2022 gubernatorial campaign. 7

The organization’s co-founders are Katherine Fischer, the organizing director for O’Rourke’s campaign; Jason Lee, the deputy campaign manager; and Crystal Zermeno, a former staffer of the left-of-center Texas Organizing Project (TOP). 8 As of February 2024, Fischer and Lee are Texas Majority PAC’s co-executive directors. 9 10

State Innovation Exchange (SIX) founder and former executive director Nick Rathod was O’Rourke’s 2022 campaign manager. According to reports, he used his relationships from his time with SIX to lay the groundwork for Texas Majority PAC after O’Rourke’s loss to incumbent Texas Governor Greg Abbott (R). 11

Activities and Funding

Texas Majority PAC is a political action committee (PAC) that works to elect Democrats to statewide office in Texas 12 and secure Democratic Party majorities in both chambers of the Texas state legislature. 13

Texas Majority PAC works to build Democratic Party infrastructure at the regional level to flip the state to Democratic Party control. Efforts include voter registration, contact, and get-out-the-vote (GOTV) activities. 14 The PAC has given money to the left-of-center Texas Organizing Project in Bexar, Dallas, and Harris Counties; First Tuesday PAC in Harris County; CTX Votes PAC in Austin; and at least $200,000 to the Dallas County Democratic Party. According to the Texas Organizing Project, funding from the Texas Majority PAC has allowed them to prepare a 200-canvasser GOTV program for the 2024 election. 15

In 2023, the Texas Majority PAC helped liberal donor George Soros make six-figure donations to the Democratic Party in Dallas, Cameron, and Hidalgo Counties, as well as other organizations. Despite these shared goals of mobilizing Democratic voters in Texas, the PAC has had some tensions with the Democratic Party of Texas due to concerns of “programmatic fracture and duplication of effort” across the state for the 2024 election cycle. 16

Texas Majority PAC has paid the Democratic-aligned Elias Law Group for various legal services. 17

Funding

Texas Majority PAC is funded by individual contributions and grants from other political action committees. Individual donations to Texas Majority PAC are routed through ActBlue, a pass-through organization designed to facilitate donations to left-leaning activist organizations. 18

Since its launch, Texas Majority PAC has received at least $1.4 million directly from liberal donor George Soros. In 2023, the PAC raised $852,000 through June, including $850,000 19 from Soros’s Democracy PAC II. 20 21
