Valley Health Foundation (VHF) is a nonprofit that supports the Santa Clara County public health system. It was founded in 1988 under the name Valley Medical Center Foundation to support a public hospital, the Santa Clara Valley Medical Center. 1 It has formed partnerships and received grants from organizations and public entities such as the Gordon and Betty Moore Foundation 2 and the county of Santa Clara. 3

The president and executive director of the foundation Michael Elliot, was involved with major left-of-center organizations such as Working Partnerships USA. 4

Overview

From 2006 to 2009, Valley Health Foundation received $4.3 million in grants from the Gordon and Betty Moore Foundation,5 a left-of-center grant maker established by Intel founder Gordon Moore and his wife Betty 6 that has given over $5 billion in grants. 7

In 2021, Bloom Energy ran an event called the Stars and Strides 5k/10k charitable walk/run in San Jose. All proceeds from this event were donated to VHF. This event was sponsored by major organizations such as Silicon Valley Bank, Bank of America, HP, and NBC. 8

In November 2022, VHF partnered with the county of Santa Clara, California to administer its $10 million Community-Based Organization Grant Program (CBO), using the funds from the American Rescue Plan Act. Michael Elliot stated, “We will have a dedicated team in place to provide support during the application process and will continue to partner with and support grantees through the end of the program in September 2024.” 9

People

Michael Elliott is the president and executive director of Valley Health Foundation. He joined the foundation in 2007 and became the organization’s chief operating officer beginning in 2014. He became acting executive director in March 2021 and was appointed to the position permanently on January 1, 2022. Before joining the foundation, Elliott worked as a community organizer for Working Partnerships USA, 10 a left-of-center community and labor activist organization that works in San Jose, California and the broader Silicon Valley region. 11 He was also a member of the City Year San Jose/Silicon Valley sector of AmeriCorps, 12 a civil society program that funds $800 million in grants every year and is supported by foundations, corporations, the U.S. federal government, and other donors engaging adults in public service work. 13
