The SCOPE Agenda Action Fund (SCOPE Action) is a left-of-center advocacy organization that supports the work of its sister organization SCOPE (an initialism for Strategic Concepts in Organizing and Political Education). As of May 2026, it was a fiscally sponsored project of Beyond Impact (formerly Tides Advocacy). 1

The SCOPE Agenda Action Fund intends to mobilize constituents in South Los Angeles to create systemic policy changes that it sees as beneficial to low-income communities and communities of color. 2
As of 2026, SCOPE Action was listed as a member of California Environmental Justice Alliance Action (CEJA Action), which at the time was also a fiscally sponsored project of Beyond Impact. CEJA Action engages voters in communities of color in order to advance policies it deems environmentally and socially just. 3
In 2024, SCOPE Action endorsed George Gascon for reelection for Los Angeles District Attorney, claiming that he was committed to justice reform and community-first policies that would make Los Angeles a fairer and more equitable city. 4
In 2021, SCOPE Action urged its followers to vote against the 2021 California gubernatorial recall election against Gov. Gavin Newsom (D-CA). It claimed that the recall process was undermining democratic values and pushing a conservative agenda that would have negative effects on communities of color. 5
In 2020, SCOPE Action was a partner of the Liberty Hill Foundation’s Liberty Vote! initiative to support nonpartisan electoral engagement efforts meant to increase participation in so-called disenfranchised Los Angeles county communities. Partner organizations were awarded grants to support voter education, mobilization, and registration, along with community leadership training during the 2020 election year. 6
The SCOPE Agenda Action Fund is a fiscally sponsored partner of the left-of-center Beyond Impact (formerly Tides Advocacy), that as of 2026 was the only 501(c)(4) social welfare organization in the Tides Nexus. 1
While most donations to SCOPE Action are intentionally anonymous, the tax return confirms donations made to Tides Advocacy earmarked for SCOPE Action. In 2020, the Solutions Project donated $50,000 for capacity building 7 and in 2019, the Liberty Hill Foundation donated $25,000 for its Liberty Vote! initiative and general operating support. 8
Gloria Medina was the executive director of both SCOPE and SCOPE Action until February 2026. As of April 2026, Medina was the program director of organizing strategy and innovation at Movement Innovation Collaborative. 9
