Organizational Structure

The Planned Parenthood League of Massachusetts is an independently incorporated affiliate of the Planned Parenthood Federation of America (PPFA). While it maintains a formal membership with the national federation to utilize the brand and medical standards, it is governed by its own independent board of directors and executive leadership. PPLM also maintains a close structural and strategic relationship with the Planned Parenthood Advocacy Fund (PPAF) of Massachusetts, which is also based in Boston. While PPLM focuses on charitable, educational, and clinical activities, PPAF is a separate social welfare organization that serves as the lobbying and electoral advocacy arm of the affiliate. Financials

In 2024, Planned Parenthood League of Massachusetts reported total revenue of $29,613,565. Income was largely derived from program services, which accounted for $14,251,776 (48.1 percent of revenue), and contributions, which totaled $14,213,862 (48 percent). Total expenses for the year reached $34,184,547. A significant portion of these expenditures went toward personnel costs, with other salaries and wages totaling $14,162,353, or 41.4 percent of all expenses. Executive compensation was reported at $829,567. The organization reported total assets of $42,301,425 and total liabilities of $6,023,796, resulting in net assets of $36,277,629. ³

In 2024, the Planned Parenthood Federation of America reported making a $3,056,098 grant to the Planned Parenthood League of Massachusetts. ⁷ Additionally, in the 2023 fiscal year, the Boston Foundation (TBF) donated $324,500 to the organization for “Annual Fund and Operating Support.” ⁸

Programs

The organization provides services through four main areas: clinical care, education, research, and policy advocacy. Clinical care is provided through its four regional hubs in Boston, Worcester, Springfield, and Marlborough. These centers manage approximately 24,000 contraceptive visits and 60,000 STI tests each year. ^{9  10} PPLM offers so-called “gender-affirming” hormone therapy (GAHT) to facilitate sex changes at its health centers in Boston, Marlborough, and Springfield. Its services include hormone therapy, “microdosing” of gender hormones, hormone blockers and surgery referrals. ^{11  12}

The education program includes the “Get Real” curriculum, a “comprehensive sex education” program used in multiple states. While PPLM promotes the curriculum as evidence-based and age-appropriate, critics have argued that its content on gender identity and sexual consent is ideologically driven and promotes high-risk behaviors. ^{13  14}

Research activities are organized under the ASPIRE (Advancing Science and Practice through Innovations, Research and Education) Center, which conducts clinical trials and social science studies. Finally, the organization’s advocacy efforts work to make sure its goals such as including pro-abortion, “racial justice and health equity” are supported by state and federal laws. ^{15  16  17}

PPLM has a dedicated “Equity and Engagement” department and an internal “Equity Action Plan” (EAP). It has adopted a goal to become an “anti-racist organization” by replacing white leadership and ensuring that a growing percentage of job candidate pools come from non-white backgrounds. Externally, it pushes for “health equity” by removing geographic barriers to abortion for low-income people of color. ^{18  19}

People

As of December 2025, Dominique Lee was working as president and chief executive officer of Planned Parenthood League of Massachusetts. Lee has nearly 20 years’ experience working in the Planned Parenthood Federation of America, previously working as COO of Planned Parenthood Mar Monte. Lee’s background is rooted in “health equity and social justice,” and as of 2025 was pursuing a DrPH focused on these areas at Johns Hopkins University. A staunch advocate for left-of-center policy, she has influenced legislation like California’s Proposition 56, which funnels tobacco taxes to abortion providers, and opposed laws regulating abortion providers. ^{20  21  22}
