The National Alliance for Filipino Concerns (NAFCON) is a left-of-center advocacy group that organizes campaigns on immigration policy, labor issues, and disaster relief focusing on Filipino communities in the United States. The organization has supported anti-deportation efforts, wage-theft recovery, opposition to U.S. military policy in the Philippines, and labor union strikes. NAFCON has aligned with broader left-wing coalitions, including those opposing the Trump administration and supporting the Biden administration on certain immigration measures. 1 2 3

Background

NAFCON was founded in December 2003 in San Jose, California by Filipino community organizations responding to increased immigration enforcement and skepticism towards immigrants after the September 11, 2001 terrorist attacks. The group incorporated as a charitable nonprofit in 2011 and lists its principal office at 4681 Mission Street, San Francisco. 4 5

Activities and Stances

NAFCON has conducted know-your-rights trainings, unpaid wages recovery campaigns, and disaster-relief fundraising for typhoon victims in the Philippines through its Bayanihan Relief program. The organization has held national summits, youth leadership conferences, and medical missions to the Philippines. The group has also supported union strikes during the 2023 Kaiser Permanente strike and the United Auto Workers strike. 6 7 8 9 10

NAFCON has endorsed the Philippine Human Rights Act and participated in left-wing coalitions critical of both the Duterte and Marcos Jr. administrations. The organization issued statements supporting continued left-of-center immigrant-advocacy mobilization during the Biden administration. 11 3

The group also led a 2022 campaign to urge Philippine consulates in the United States to more easily facilitate participation in Philippine elections by Philippine citizens living in the U.S. 12

In 2025, NAFCON was listed as both an endorser and a “Steering committee organization” for the Coalition Against the Trump Agenda (CATA), a coalition that seeks to push back against the “racist and reactionary” policies enacted by the second Trump Administration. 13 14

In 2024, the group cited the incoming second Trump administration as “another Trump presidency defined by a xenophobic & anti-immigrant agenda that scapegoats migrants for the nation’s economic challenges.” The group also described Project 2025 as an effort “aimed at imposing an extreme far-right authoritarian agenda.” 15
