The Justice Management Institute (JMI) is a legal advocacy group that provides consulting services for criminal cases involving adults and minors, while offering educational programs aimed at judicial policies. 1
JMI allegedly processes criminal cases and provides legal counseling through three sub-organizations: National Network of Criminal Justice Coordinating Councils, CasePro Network and Native American Network (Wičhóyanke Network). 2
Background
The Justice Management Institute (JMI) was formally established in 1993 by Harvey Solomon, Barry Mahoney, and Bob Roper. The group initiated the organization in 1992 under the name of “the Court Management Group” in Denver, Colorado, initially focusing on trial court operations and drug charge courts. 3 In 2008, JMI began covering juvenile justice, administrative law, family law, and civil justice. 4
Elaine Borakove is the president of JMI, serving in the role since 2010. Prior to JMI, she was the Director of Research and Evaluation at the American Prosecutors Research Institute, Elaine Borakove became president in 2010. 5
Coalitions
National Network of Criminal Justice Coordinating Councils (NNCJCC)
The National Network of Criminal Justice Coordinating Councils (NNCJCC) was established by the Justice Management Institute (JMI) with support from the Bureau of Justice Assistance in 2010. NNCJCC collaborates with local criminal justice coordinating councils (CJCCs) to connect community members with elected officials to address concerns. 6
As of October 2024, there are 40 jurisdictions as members of NNCJC. 7
CasePro Network
CasePro Network is an association created by the National Network of Criminal Justice Coordinating Councils and funded by the John D. and Catherine T. MacArthur Foundation’s Safety and Justice Challenge (SJC). The network claimed its purpose is to change the handling of criminal cases “to ensure fairness and equity in case processing.” 8
Native American Network (Wičhóyanke Network)
Native American Network is an association created by the National Network of Criminal Justice Coordinating Councils and funded by the John D. and Catherine T. MacArthur Foundation’s Safety and Justice Challenge (SJC), that claims to advocate for “eliminating racial disparities” within the criminal justice system. 9

According to its 2021 tax return, the Justice Management Institute had a total revenue of $ 1,381,887, with total assets of $2,066,229, and total expenses of $1,320,172. 10
In the its 2022 tax return, JMI reported total revenue of -$102,071, with a total asset of $1,756,621, and total expenses of $1,578,124. 11
In 2018, American University donated to JMI a grant of $62,740. 12
