Jhpiego is a nonprofit founded by and associated with Johns Hopkins University that engages in health-oriented foreign aid. As of April 2025, Jhpiego claimed to operate in 40 countries throughout Africa, Asia, and Latin America. 1 2

Jhpiego was funded through a grant from the U.S. Agency for International Development (USAID), and has since received funding from federal government grants including additional grants from USAID. Following the second Trump administration and the creation of its Department of Government Efficiency (DOGE), Jhpiego has made cuts to its staffing and operations in anticipation of potential cuts to federal funding. Prior to these cuts, Jhpiego had a staff of over 150. 3

History

Jhpiego was founded in 1973 by Johns Hopkins University to oversee and carry out a grant from the U.S. Agency for International Development (USAID) to be paid over a five-year period in order to train obstetricians and gynecologists. 4 5

In 2002, Jhpiego began a five-year partnership grant with the U.S. Centers for Disease Control and Prevention (CDC) to combat HIV and AIDS in Africa through its University Technical Assistance Project. By 2004, Jhpiego founded the Center of Excellence on HIV/AIDS, a research group for which 70% of its funding was reported as coming from the CDC. 5 4

Activity

Maternal, Newborn, and Child Care

Jhpiego claims that one of its primary focuses is improving healthcare policies for maternal, newborn, and child care. The group has received funding for these initiatives through MOMENTUM Country and Global Leadership, a project of the U.S. Agency for International Development (USAID). In 2023, through Jhpiego, MOMENTUM spent $64.5 million distributed to 114 local organizations, and 4.6 million women were born in a Jhpiego-supported facility. 6

COVID-19

Jhpiego continues to combat COVID-19 in developing nations. In 2023, Jhpiego gave first COVID vaccine doses to 1.8 million individuals and vaccine boosters to another 1.8 million. 6

Other Infectious Diseases

By 2023, Jhpiego clamed to have tested and treated over13.6 million individuals for malaria in 20 countries. 6

That same year, Jhpiego claimed to have tested almost 1.4 million individuals for HIV and started almost 29,000 on treatment. 6

Women’s Health

In 2023, Jhpiego screened over 72,000 individuals for cervical cancer and treated 2,500 individuals for cervical cancer. It is working to develop cervical cancer vaccines in 10 countries. 6

Funding

In 2023, Jhpiego’s budget was reportedly almost $400 million, with the organization receiving $420 million in revenue. 7

Jhpiego has reportedly received at least $94 million annually from government grants and federal funding since 2011, with a majority being through U.S. Agency for International Development (USAID) Foreign Assistance for Programs Overseas. In 2024 alone, Jhpiego received $194 million from the federal government. In 2023, 69 percent of Jhpiego’s $421.2 million in revenue came from federal sources, amounting to almost $320 million compared to $52 million from corporations and foundations. Federal support for Jhpiego in 2016 was at $367 million. 8 9 5 6

In March 2025, Johns Hopkins University announced that Jhpiego, the Bloomberg School of Public Health, and the School of Medicine were laying off 1,975 staff in 44 countries (including 247 individuals in the United States) in anticipation of budget cuts due to potential reductions in federal funding. 10

In 2023, Jhpiego received almost $1.2 million from the Patrick J. McGovern Foundation to support health care in Africa. 11 In 2011, Jhpiego received a $22.9 million grant from the Gates Foundation for work on reproductive health in Kenya. 12

Leadership

Leslie D. Mancuso is the chief executive officer of Jhpiego. Mancuso joined the organization in 2002 and is scheduled to retire from her role in July 2025. 13 14
