The Jewish People Policy Institute (JPPI) is a pro-Israel think tank based in Jerusalem that conducts public opinion polls and academic research reports on the demographics, trends, and political positions within Israeli, American, and international Jewish communities. 1

The co-chairs of JPPI’s executive board are Stuart Eizenstat and Dennis Ross. Eizenstat previously served as the United States Ambassador to the European Union, an Undersecretary of State, an Undersecretary of Commerce, and the Deputy Secretary of Treasury in the Clinton administration. Ross previously served as a special assistant to President Barack Obama and as well as the National Security Council’s (NSC) Senior Director for the Central Region. 2

Activities

The Jewish People Policy Institute (JPPI) conducts surveys and publishes academic reports on topics pertaining to the demographics, trends, and political positions within Israeli, American, and international Jewish communities. In September 2025, JPPI released a study alleging seventeen leading international news sites for media bias related to reporting on the hostilities between Israel and Iran during June 2025. The study found that 77 percent of media coverage analyzing the war’s legality was focused on Israel and only 23 percent on Iran. 3

Also in September 2025, JPPI published its Annual Assessment of the Jewish People, which alleged negative trends towards nearly all indicators regarding the state of Israel and the Jewish people, particularly following the Hamas terrorist attacks of October 7, 2023. The report concluded that the ongoing conflicts involving Israel as well as a rise in global antisemitism negatively impacted Jewish identity and cohesion over the previous year. 4 The report also claimed that global antisemitism was at a record high in 2025 since JPPI began compiling its antisemitism index. 5 A survey from JPPI that same month alleged that 92 percent of American Jews believe that Israel’s actions in Gaza against Hamas directly affect their lives. 6

In October 2025, a Jerusalem Post op-ed cited a JPPI report on the shifting opinions of Israel during the Israel-Hamas War, arguing “the seismic changes of the past year have moved us to issue a call to the government of Israel to weigh the consequences of its actions not only for the citizens of Israel, but for the Jewish people as a whole.” 7

In February 2025, JPPI released a study which found that seven out of ten Israelis support the idea that “Arabs from Gaza should relocate to another country.” It also found that most Jewish Israelis believed President Donald Trump’s proposal for America to manage Gaza is a “practical plan that should be pursued.” Most Arab Israelis interviewed opposed Trump’s proposal. 8

In October 2025, following the assassination of Turning Point USA (TPUSA) founder Charlie Kirk, JPPI released a study which alleged that two in five American Jews viewed Kirk as a friend of the U.S Jewish community while nearly a third of respondents claimed Kirk was an opponent. The study also found increased negative feelings towards the United Nations (UN) by American Jewish community members due to its increased criticism of the state of Israel due to the Israel-Hamas was in Gaza.  9

Leadership

President

Yedida Stern is the President of the Jewish People Policy Institute (JPPI). He is also a full professor in the Faculty of Law at Bar-Ilan University in Ramat Gan, Israel. Stern is an alumnus of the Kerem B’Yavneh Hesder yeshiva, holds a J.D. from Bar-Ilan University, and a Ph.D. in corporate law from Harvard University. Previously, Stern has worked as dean of Bar-Ilan University’s Faculty of Law and was a senior fellow at the Israel Democracy Institute (IDI). For a decade he served as the IDI’s vice president for research. He has lectured and been a visiting scholar at universities abroad, including Harvard, Columbia, Brandeis, and Princeton, and was distinguished university professor at Monash University in Australia. 10

Stern has served as advisor to the Israeli Knesset Constitution, Law, and Justice Committee and has participated in numerous committees and public entities. He has been awarded the Zeltner Prize for Excellence in Legal Research and the Gorny Prize for Outstanding Activity in Public Law. Stern has written and edited over 20 books, published over 50 research articles, and is the co-editor of Democratic Culture. He also regularly publishes essays and articles in the Israeli and international press and is interviewed by international media outlets. 10

Board Co-Chairs

Stuart Eizenstat is co-chairman of JPPI’s Executive Board and Professional Guiding Council and heads the international practice of the Covington and Burlington law firm as of 2025. Previously, Eizenstat served as United States Ambassador to the European Union, an Undersecretary of State, an Undersecretary of Commerce, and as Deputy Secretary of the Treasury in the Clinton administration. He was previously the chairman of the Weizmann Institute’s Board of Governors.  11

Dennis Ross is co-chairman of JPPI’s Board of Directors and Professional Guiding Council. He rejoined JPPI in 2011 after serving as a special assistant to President Barack Obama and NSC Senior Director for the Central Region. From 2002-2008, he was part of the founding group of JPPI and was its first chairman. He is the William Davidson Distinguished Fellow at the Washington Institute for Near East Policy.  12

Funding

From 2018 to 2024, the United Jewish Federation of Jewish Philanthropies of New York issued several grants and donations either directly to the Jewish People Policy Institute (JPPI) or through the broader Jewish Federations of North America (JFNA) network, totaling $663,000. 13  14  15  16  17  18  19
