The Coalition for Nonprofit Housing and Economic Development (CNHED) is a Washington, D.C.-based advocacy group that focuses on housing and economic issues. A major focus of the group is combating homelessness in the District of Columbia. The group advocated expanding D.C.’s rent-control laws and reducing the rent increases landlords can seek. 1

In 2015, the group endorsed a controversial proposal by the Obama administration to use data to determine housing discrimination and would have denied funds to any community that would not enforce the federal mandates. 2

Background

The Coalition for Nonprofit Housing and Economic Development was founded in 2000. It works on issues such as housing and homelessness, workforce development, and small and minority-owned businesses. 3

It is a membership-based group with nearly 180 groups as members. 4

Advocacy

Obama Administration

In 2015, the Coalition for Nonprofit Housing and Economic Development endorsed a controversial plan by the Obama administration to use data to combat housing segregation and to implement mandates to local authorities. Those authorities lost federal Department of Housing and Urban Development funds if they rejected the mandates. House Republicans threatened to withhold funds for the proposal. 5

The group endorsed the proposal claiming that it would show the new face of housing discrimination. 6

Rent Control

In 2016, the Coalition for Nonprofit Housing and Economic Development joined with other center-left to left-of-center groups to change D.C.’s rent control laws. It supported limiting the amount of rent increases for rent-controlled units and eliminating rent increases for vacant units. 7

Landlord Partnership Fund

In 2017, the District of Columbia government created the Landlord Partnership Fund which was the brainchild of the Coalition for Nonprofit Housing and Economic Development and the DowntownDC Business Improvement District. The CNHED administered the fund, which local business groups funded. 8

The fund compensated landlords for damages and unpaid rent from previously homeless tenants with subsidized rent. In exchange, the landlords relaxed credit and no past eviction requirements. 9

Criticism As Pro-Landlord

In April 2021, an article described the CNHED as “pro-landlord” for supporting allowing landlords to remove “problem tenants” during D.C.’s COVID-19 pandemic-era eviction moratorium. 10

Minority-Owned Business Portfolio

In June 2023, the CNHED created the DCAP Portfolio which is 24 D.C.-based minority-owned businesses. The portfolio helped businesses secure contracts from the D.C. government and other large institutional buyers. 11

Leadership

Stephen Glaude is Coalition for Nonprofit Housing and Economic Development’s president and CEO. He was previously the director of constituent services for then-D.C. Council Chairman Vincent Gray (D). Before that, he was D.C.’s director of community affairs. 12

Finances

According to its 2021 tax return, the Coalition for Nonprofit Housing and Economic Development had $4,090,125 in revenue, $2,198,463 in expenses, and $3,845,887 in assets. 13

In September 2022, Wells Fargo announced a $500,000 grant to CNHED to aid small business owners who participate in the D.C. Rebuild Bond Program. 14
