Established in the Fall of 2020, Centro Pazifico (also known as CEDEHUPAZ, or Centro de Derechos Humanos del Pacífico, or the Pacific Center for Human Rights) operates as a community hub in Santiago de Cali, Colombia, supporting activists in Valle del Cauca and northern Cauca, regions heavily impacted by political violence. Managed by the Francisco Isaias Cifuentes Human Rights Network (REDDHFIC) and named after a labor leader killed in 1996, the center provides temporary shelter for at-risk social movement leaders, lodging for human rights monitors, and training on security and abuse documentation. It also serves as a meeting point for organizers addressing issues like land rights. Centro Pazífico is a fiscally sponsored project of the Alliance for Global Justice (AfGJ), a left-of-center organization with ties to communist groups. 1 2
Activism
From July 2023 to December 2024, Centro Pazifico served as a coordination hub for human rights groups in southwestern Colombia, including the Francisco Isaias Cifuentes Human Rights Network. It sheltered displaced social leaders, offering legal support, psychological aid, and health care. Workshops were held under a “permanent school of human rights” in Cali and municipalities like Palmira and Tulua. 3
In 2023, the group supported mobilizations including four events supportive of the leftist Colombian government of President Gustavo Petro, a May Day demonstration, and a “zero enrollment” student protest. The group collaborated with the Solidarity Committee with Political Prisoners, providing medical services for protest injuries. It advised the Dialogue Table of the Social Upheaval, managing a list of prosecuted people and offering legal and emergency care. In August 2023, it hosted a three-month meeting in Guadalajara de Buga with 80 organizations for peace dialogues. 3

In 2024, the Alliance for Global Justice reported revenues of $6,707,856, with expenses of $8,818,230, resulting in a net income of -$2,110,374. Net assets stood at $9,056,868, supported by total assets of $9,058,695 against liabilities of $1,827. Contributions formed the bulk of revenue at $6,428,828, or 95.8 percent of the total. On the expense side, other salaries and wages accounted for $3,519,770, representing 39.9 percent of total outlays. 6
People
As of September 2025, Darnelly Rodriquez is the director for both Centro Pazifico, and the Francisco Isaias Cifuentes Human Rights Network. Rodriguez is a human rights activist based in southwestern Colombia. She recorded instances of police violence during union-led demonstrations in 2021 and established a medical facility to care for injured protesters. She spoke at an international rally during the national delegate conference of UNISON, a British government-worker labor union, in 2022. 7 8
