Capitol Compliance Associates (CCA) is a consulting firm based in Washington, D.C. that works with left-of-center nonprofit organizations, state party committees, political candidates, political action committees (PACs), and  joint fundraising committees. ¹

CCA was founded in 2011 by Judy Zamore, who works as its principal as of 2024, and Christopher Koob, who was the initial principal from 2011 until May 2014. ^{2 3 4}

Activities

Capitol Compliance Associates (CCA) provides consulting services for political entities such as overseeing finances and contributions for the campaigns of political candidates, ⁵ assisting super PACs and joint fundraising committees acquire IRS tax IDs, and training the employees and volunteers for nonprofit organizations. ^{1 6} It also claims to educate staff on federal campaign laws, reporting on fundraising and disbursements, and editing prior tax filings. ⁷

CCA allegedly provides communication between clients and third-party entities such as insurance brokers, payroll companies, and employee-related vendors. ⁶ As of November 2024, CCA claims to have not made clientele with local electoral races, but has previously provided consulting services for state-level campaigns. ⁸

Leadership

Christopher Koob is the co-founder and original principal of the Capitol Compliance Associates (CCA), working in the role from 2011 until May 2014. ⁴

Judy Zamore is the co-founder of CCA and its principal as of 2024. She previously served as the chief financial officer of the 2020 presidential campaign of U.S. Sen. Cory Booker (D-NJ). ³

Josh Myles is the managing director for CCA as of 2024. He previously worked as the director of PAC and state compliance at Evans & Katz and was a staff member for MoveOn. ⁹
