History and Leadership
Campaign Finance Consultants was co-founded in 1982 by Peter Sherman. As of December 2024, Sherman is the executive president of the Washington, D.C.-based firm DDC Public Affairs. 4
Tina Stoll has been the president of Campaign Finance Consultants since February 1991. While working at CFC, she also has worked for Engage Cuba, the unsuccessful U.S. Senate campaign of Michelle Nunn (D-GA), the Forward Together PAC, the campaigns of former U.S. Senators Carl Levin (D-MI) and Patrick Leahy (D-VT), and Peter Hart Research. 5 6 7

CFC provides fundraising consulting services to Democratic candidates, political committees, and nonprofit organizations. It has also provided fundraising, strategic public relations, and legal services to the same organizations. 4 The organization specializes in high-donor, low-donor, and PAC fundraising across the United States. 5
In 2023, CFC was the largest operational expense for the unsuccessful 2024 re-election campaign of U.S. Senator Bob Casey (D-PA). 1

Campaign Finance Consultants receives its funding from contracts with Democratic Party campaigns, campaign committees, and left-of-center political action committees (PACs). 9
CFC’s clients have included current and former U.S. Senators Maria Cantwell (D-WA), Bob Casey (D-PA), Bob Graham (D-FL), Tim Kaine (D-VA), Amy Klobuchar (D-MN), Mary Landrieu (D-LA), Patrick Leahy (D-VT), Carl Levin (D-MI), Barbara Mikulski (D-MD), Carol Moseley-Braun (D-IL), Paul Sarbanes (D-MD), Mark Warner (D-VA), Paul Wellstone (D-MN) and Sheldon Whitehouse (D-RI); U.S. Senate candidates Les AuCoin (D-OR), Joel Hyatt (D-OH), Richard Licht (D-RI), Charlie Melancon (D-LA), Michelle Nunn (D-GA), Inez Tenenbaum (D-SC); U.S. Representatives Russ Carnahan (D-MO), Jim Cooper (D-TN), Maurice Hinchey (D-NY), John Sarbanes (D-MD), Ellen Tauscher (D-CA) and Peter Welch (D-VT); and gubernatorial candidates Heidi Heitkamp (D-ND) and Mary Sue Terry (D-VA). CFC also has worked with Forward Together PAC, Green Mountain PAC, Building A Majority, the Louisiana Democratic Party, the Massachusetts Democratic Party, the New Hampshire Democratic Party, the Vermont Democratic Party, the Brady Campaign to Prevent Gun Violence, the Council for a Livable World, pro-abortion EMILY’s List, the National Abortion Rights Action League, the New Democrat Network, and the Safe Schools and Workplaces Committee. 5
During the 2024 election cycle, CFC received at least $1,795,902 of payments from Democratic campaigns, campaign committees, and PACs. These payments included $314,972 from the campaign of U.S. Sen. Sheldon Whitehouse (D-RI), $194,078 from the campaign of U.S. Sen. Bob Casey (D-PA), $191,564 from the campaign of U.S. Sen. Amy Klobuchar (D-MN), $173,634 from Forward Together PAC, $110,586 from the Follow the North Star Fund, and $104,005 from Oceans PAC. The organization received less than $100,000 from the campaign of U.S. Senator-elect Angela Alsobrooks (D-MD), the campaign of Rep. Emilia Sykes (D-OH), the Senate Future Fund, the Minnesota Democratic Farmer Labor Party, the campaign of U.S. Sen. Mark Warner (D-VA), the Democratic Senatorial Campaign Committee, One Virginia PAC, and others. 9
During the 2022 election cycle, CFC received $2,218,091 in payments. This cycle, CFC’s clients included the campaigns of U.S. Rep. Tim Ryan (D-OH), U.S. Sen. Patrick Leahy (D-VT), Forward Together PAC, U.S. Rep. Lucy McBath (D-GA), U.S. Sen. Sheldon Whitehouse (D-RI), U.S. Sen. Amy Klobuchar (D-MN), U.S. Sen.
