Bipartisan Network LLC is a for-profit firm established in December 2022 to host networking events for legislators across parties. Its founder, Holly Harris, and its two listed employees, Carrie Glenn and Cortland Broyles, are all former employees of the Justice Action Network, a criminal justice advocacy group working at both the state and national levels.

Leadership

Holly Harris

Holly Harris is the founder and President of the Bipartisan Network. Harris began her career as a television news reporter. After getting a law degree, Harris served in the Kentucky Justice and Safety Cabinet. She then became a Republican Party operative, serving as general counsel for the Republican Party and on the electoral campaigns of U.S. Senators Rand Paul (R-KY) and Mitch McConnell (R-KY). Harris worked as chief of staff for the Kentucky Department of Agriculture where she successfully sued the federal government for blocking an industrial hemp pilot program. 1

Before founding the Bipartisan Network, Harris was the president and executive director of the Justice Action Network, a criminal justice reform group. 2 In an article in Foreign Affairs, Harris claimed that the U.S. has an “epidemic of incarceration” and blames this on the country’s “tough on crime” policies. She believes that the high incarceration rates have a negative effect on society. Harris also believes that overcriminalization causes people to break the law without intending to do so. 3

Carrie Glenn

Carrie Glenn is the senior vice president of external relations at the Bipartisan Network. Glenn spent a decade working on Democratic political campaigns, including for President Barack Obama, U.S. Senator Jon Tester (D-MT), Governor Steve Beshear (D-KT), and Mayor Mitch Landrieu (D-New Orleans). In 2016, Glenn was a part of the Democratic Congressional Campaign Committee‘s Independent Expenditure program. 4

Prior to joining Bipartisan Network, Glenn worked at the Justice Action Network under Harris as the director of coalitions and communications, and in the same position in the Coalition for Public Safety. 5

Cortland Broyles

Cortland Broyles is the vice president of political relations at the Bipartisan Network. Broyles has worked as federal affairs manager at the Justice Action Network under Harris where he worked on passing the EQUAL Act, which ended the criminal sentencing disparity between possession of powder and crack cocaine. 6
